MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the sixtieth meeting to order at 8:18 a.m. on March 6, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:18 a.m.

Representative Fabian moved that the minutes from the committee meeting on March 1, 2012 be adopted. THE MOTION PREVAILED.

H.F. 1923 (O'Driscoll) Water conservation rate structure requirement eliminated.

Rep. O’Driscoll presented H.F. 1923.

Rep. McNamara moved that H.F. 1923 be passed and be placed on the general register.

Rep. McNamara moved the A12-0643 amendment. THE MOTION PREVAILED. The amendment was adopted.

Craig Johnson, League of MN Cities, David Leuthe, MN Department of Natural Resources (DNR) testified on H.F. 1923.

Rep. McNamara renewed his motion that H.F. 1923, as amended, be passed and be placed on the general register. THE MOTION PREVAILED.

Rep. Torkelson assumed the gavel at 9:18 a.m.

H.F. 2207 (McFarlane) Boundary Waters Canoe Area Wilderness state land expedited exchange, condemnation, and private sale provided.

Rep. McFarlane presented H.F. 2207

Rep. Fabian moved that H.F. 2207 be passed and be placed on the general register.

Rep. Fabian moved to orally amend H.F. 2207 as follows:

Page 4, delete "section 4".

THE MOTION PREVAILED. The amendment was adopted.

Bob Meier and Kathy Lewis, D.N.R., Bob Krepps, St. Louis County Land Commissioner and Justin Fay, Sierra Club, testified on H.F. 2207.

Rep. Fabian moved to lay H.F. 2207 on the table. THE MOTION PREVAILED.

Rep. Knuth assumed the gavel at 9:39 a.m.

H.F. 1989 (Hackbarth) Incumbent electric transmission owner rights established, and commission procedures established.

Rep. Hackbarth presented H.F. 1989.

Rep. Hackbarth moved that H.F. 1989 be passed and placed on the general register.

Rep. Hackbarth moved to orally amend H.F. 1989 as follows:

Page 1, line 19, delete "electronic" insert "electric".

THE MOTION PREVAILED. The amendment was adopted.

Rep. Hackbarth moved the H1989A5 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. Hackbarth renewed his motion that H.F. 1989, as amended, be passed and be placed on the general register. THE MOTION PREVAILED.

The meeting was adjourned at 9:43 a.m.
