MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the forty-fifth meeting to order at 8:32 a.m. on May 4, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:32 a.m.

H.F. 1061 (Urdahl) Outdoor heritage fund, clean water fund, parks and trails fund, and arts and cultural heritage fund funding provided; outdoor heritage provisions modified; accounts established; Clean Water Legacy Act modified; Clean Water Council membership and duties revised; State Capitol Preservation Commission established; appointments provided; reporting and other requirements established for legacy fund recipients; and money appropriated.

Rep. McNamara moved that H.F. 1061 be recommended to pass and be re-referred to the Committee on Ways and Means.

Rep. McNamara moved the H1061A30 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara moved the H1061A47 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. Urdahl presented H.F. 1061.

Bill Becker, Lessard Sams Outdoor Heritage Council, testified on H.F. 1061.

Rep. Torkelson assumed the gavel at 9:40

Jim Rhodes, MN Department of Administration, David O'Fallon, MN Humanities Center, Annamarie Hill, MN Indians Affairs Council, Annalee Garletz, Association of Minnesota Cities and Kent Sulem, Association of MN Townships testified on H.F. 1061.

Patrick Carroll, US Fish and Wildlife Service, testified on H.F. 1061.

Rep. McNamara moved the H1061A42 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara moved the H1061A45 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara moved the H1061A38 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara laid H.F. 1061 over.

Representative Fabian moved that the minutes from the committee meeting on April 28, 2011 be adopted. THE MOTION PREVAILED.
