MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the thirty-first meeting to order at 6:28 p.m. on March 21, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 6:28 p.m.

Peggy Adelmann, Chief Financial Officer for the Minnesota Zoo testified on the fiscal impact on her organization as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

Representative Fabian moved that the minutes from the committee meetings on March 16, 2011 and March 17, 2011 be adopted. THE MOTION PREVAILED.

Len Price, Executive Director for the Conservation Corps of Minnesota and Iowa testified on the fiscal impact on his organization as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

Mike Rothman, Commissioner of the MN Department of Commerce and Tim Jahnke, Chief Financial Officer for the Dept. of Commerce testified on the fiscal impact on the Department as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

Betsy Wergin, Commissioner for the MN Public Utilities Commission and Burl Haar, Executive Director for the Public Utilities Commission testified on the fiscal impact on the Commission as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

John Jaschke, Chief Executive Director for the Minnesota Board of Water and Soil Resources testified on the fiscal impact on the organization as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

Paul Aasen, Commissioner of the Minnesota Pollution Control Agency, Bruce Biser, Chief Financial Officer for the Pollution Control Agency and Myrna Halbach, Assistant Director for the Pollution Control Agency testified on the fiscal impact on the Agency as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

Tom Landwehr, Commissioner of the Minnesota Department of Natural Resources, Dave Schad, Deputy Commissioner for the Department of Natural Resources and Dave Epperly, Director of Forrestry, Department of Natural Resources, testified on the fiscal impact on the Department as it relates to the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).

Dr. Kathryn Kelly, MN Assoc. of Soil and Water Conservation Districts, Tom Kalahar, Renville Co. Soil and Water Conservation District, and Paul Eger, MN Association of Realtors, testified on the Environment, Energy and Natural Resources Finance Omnibus bill. (H1010DE1 Amendment).
