COMMERCE & REGULATORY REFORM

MINUTES

Representative Sanders, Vice-Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:35 p.m. on February 23, 2012, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

ANDERSON, Sarah was excused.

SLOCUM, Linda was absent.

Representative Hoppe moved HF2216 and recommended that it be passed and re-referred to the General Register.
Kirby Erickson, Executive Director of MCHA testified.
Twila Brase, President of Citizens Council for Health Freedom testified.
Representative Hoppe renewed his motion that HF2216 be passed and re-referred to the General Register. The motion prevailed.
Representative Stensrud moved HF2263 and recommended that it be passed and re-referred to the General Register.
Representative Stensrud moved amendment H2263A3. The motion prevailed. The amendment was adopted.
Kevin Ingebretsen testified.
Representative Stensrud renewed his motion that HF2263 be passed as amended and re-referred to the General Register. The motion prevailed.
Representative Davids moved to approve the minutes for February 21, 2012. The motion prevailed.
Representative Hoppe moved HF2211 and recommended that it be passed and re-referred to the Committee on State Government Finance.
Representative Hackbarth introduced HF2211.
Ken Peterson, Comissioner of Department and Labor and Industry testified.
Representative Atkins moved to lay the bill over and requested a roll-call vote.
The following members voted in favor of the motion:
ATKINS, ANZELC, DITTRICH, JOHNSON, LILLIE, MULLERY, NELSON, TILLBERRY.
The following members voted against the motion:
HOPPE, SANDERS, DIANE ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, O’DRISCOLL, STENSRUD.
There being 8 ayes and 12 nays, the motion did not prevail.
Twila Brase, President of Citizens Council for Health Freedom testified.

Peter Brickwabe from Department of Commerce testified.

Bob Meier, Department of Natural Resources testified.

Dick Kruegger, Executive Director of Racing Commission testified.

Representative Atkins moved an amendment. On pg. 1, line 17, after "rule" insert:
" 2) Workers comp medical fee schedule; under chapter 176
3)Minnesota Building Code; under Chapter 326B
4) Petrofund regulations
5) Weights and measures changes necessary to update to federal standard
6) Hunting and Fishing necessary to allow hunting and fishing seasons to continue in Minnesota; or"
On page 1 line 18, delete "(2)" and insert "7"

Representative Davids moved to lay the Atkins amendment on the table.

Representative Atkins requested a roll-call vote on the motion.

The following members voted in favor of the motion:

HOPPE, SANDERS, DIANE ANDERSON, CRAWFORD, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, O’DRISCOLL, STENSRUD.

The following members voted against the motion:

ATKINS, ANZELC, DITTRICH, JOHNSON, LILLIE, NELSON.

There being 11 ayes and 6 nays, the motion prevailed. The Atkins amendment was tabled.

Representative Lillie moved to re-refer HF2211 to the Environment and Natural Resources and requested a roll-call vote.

The following members voted in favor of the motion:

ATKINS, ANZELC, JOHNSON, LILLIE, NELSON.

The following members voted against the motion:

HOPPE, SANDERS, DIANE ANDERSON, CRAWFORD, DAVIDS, DITTRICH, KIEFFER, LOON, MAZOROL, MURDOCK, O’DRISCOLL, STENSRUD.

There being 5 ayes and 12 nays, the motion did not prevail.

Representative Hoppe renewed his motion that HF2211 be passed and re-referred to the State Government Finance Committee.

Representative Atkins requested a roll-call vote on the motion.
The following members voted in favor of the motion:

HOPPE, SANDERS, DIANE ANDERSON, CRAWFORD, DAVIDS, DITTRICH, KIEFFER, LOON, MAZOROL, MURDOCK, O’DRISCOLL, STENSRUD.

The following members voted against the motion:

ATKINS, ANZELC, JOHNSON, LILLIE, NELSON

There being 12 ayes and 5 nays, the motion prevailed.


The chair adjourned the meeting at 3:59 pm.
