Representative Paul Thissen, Chair of the Health Care and Human Services Policy and Oversight Committee, called the meeting to order at 2:47 P.M. on Thursday, February 26, 2009 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF469 (Greiling) Mental health provisions changed, criminal justice and public safety amended, public safety grants created, children's mental health services amended, loan forgiveness program created, additional medical assistance coverage provided for mental health issues, rate increases provided, fatality review team created, studies required, mental health funding provided, and money appropriated

Representative Greiling presented HF469.

Representative Bunn moved that the minutes of February 25, 2009 be adopted. THE MOTION PREVAILED.

HF934 (Loeffler) Children aging out of foster care provisions modified

Representative Loeffler moved that HF934 be recommended to pass and re-referred to the Committee on Finance

Representative Loeffler moved the H0934A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Loeffler presented HF934.

Representative Liebling assumed the gavel at 3:15 P.M.

Representative Loeffler renewed her motion that HF934, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF449 (Mullery) Crisis intervention team grants established, and money appropriated

Representative Liebling moved that HF449 be recommended to pass and re-referred to the Committee on Finance.

Representative Liebling moved the H0449A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mullery presented HF449.

Providing testimony on the bill:

Representative Liebling renewed her motion that HF449, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF448 (Mullery) Emergency 911 systems allowed to include referral to mental health crisis teams.

Representative Liebling moved that HF448 be recommended to pass and be re-referred to the Committee on Commerce and Labor with a recommended re-referral to the Committee on Telecommunications Regulation and Infrastructure Division.

Representative Liebling moved to amend HF448 as follows:

Page 1, delete Section 2.

THE AMENDMENT WAS ADOPTED.

Representative Hayden moved that HF985 be recommended to pass and re-referred to the Committee on Finance.

HF444 (Thissen) State's suicide prevention plan modified

Representative Thissen moved that HF444 be recommended to pass and re-referred to the Committee on Finance with a recommended re-referral to the Committee on Higher Education and Work Force Development Finance and Policy.

Representative Thissen changed his motion and moved that HF444 be recommended to pass and re-referred to the General Rigister. THE MOTION PREVAILED.
