MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, unofficially called the thirtieth meeting to order at 8:39 AM on Tuesday, March 24, 2009 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Kath assumed the gavel at 8:40 AM.

Rep. Kath officially called the meeting to order at 8:41 AM. A quorum was present.

Rep. Murdock moved that the minutes from March 20, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

HF1667 (Mariani) - A bill for an act relating to education; modifying placement and transportation of students in another district; amending Minnesota Statutes 2008, sections 125A.15; 125A.51.

Rep. Mariani moved that HF1667 be recommended to pass, and placed on the general register.

Rep. Mariani presented HF1667.

Testifying on behalf of HF1667 was:

Rep. Mariani renewed his motion that HF1667 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

HF648 (Mariani) – A bill for an act relating to education; establishing cardiopulmonary resuscitation and automated external defibrillator instruction guidelines; amending Minnesota Statutes 2008, section 120B.021, subdivision 1.

Rep. Mariani moved that HF648 be recommended to pass and placed on the General Register.

Rep. Mariani moved the A09-0114 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani presented HF648, as amended.

Testifying on behalf of HF648, as amended, was:

Ms. Sue Richter, interim CEO, American Red Cross, Twin Cities Chapter

Questions and discussion followed.

Rep. Newton moved to amend HF648, as follows:

Page 1, Line 6, after "curriculum" insert "and to seek the cooperation of trained local law enforcement officials or emergency medical technicians in providing the instruction"

Rep. Brynaert moved the following oral amendment to Rep. Newton’s amendment:

Delete "to" and insert "may"

Rep. Newton incorporated Rep. Brynaert’s oral amendment into his amendment.

Rep. Newton renewed his motion that his oral amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Mariani renewed his motion that HF648, as amended, be recommended to pass and placed on the general register.

Chair Mariani assumed the gavel at 9:07 AM.

HF751 (Benson) – A bill for an act relating to education; authorizing school districts to create site-governed schools; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 123B.

Rep. Benson moved that HF751 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Benson moved the A09-0195 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Benson presented HF751, as amended.

Rep. Benson renewed his motion that HF751, as amended, be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.
