MINUTES


Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, called the nineteenth meeting to order at 8:35 AM on Thursday, February 26, 2009 in the basement hearing room of the State Office Building.

HF523 (Bigham) - A bill for an act relating to education; modifying school background check requirements relating to disciplinary actions; amending Minnesota Statutes, 2008, section 123B.03, subdivision 1a.

Chair Mariani moved that HF523 be recommended to pass and placed on the General Register (resumed from the February 24, 2009 hearing).

Questions and discussion followed.

Chair Mariani renewed his motion that HF523 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

HF935 (Slocum) – A bill for an act relating to education; modifying charter school provisions; amending Minnesota Statutes 2008, sections 124D.10; 124D.11, subdivision 9.
(Resumed from the February 25, 2009 hearing)

Chair Mariani moved the H0935DE5 amendment.

Ms. Lisa Larson, House Research, explained the differences between the H0935DE4 and H0935DE5 amendments.

Chair Mariani renewed his motion that the H0935DE5 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Slocum presented HF935, as amended.

Ms. Lisa Larson, House Research, and Mr. Eugene Piccolo, Executive Director, Minnesota Association of Charter Schools presented HF935, as amended.

Ms. Michelle Weber, Government Relations, Minnesota Department of Education, answered questions from members.

Mr. Morgan Brown, Assistant Commissioner, Minnesota Department of Education, answered questions from members.

Ms. Katie Piehl, Director of Charter School Sponsorship, Volunteers of America, answered questions from members.

Questions and discussion followed.

Chair Mariani laid over HF935, as amended, for further testimony on Tuesday, March 3, 2009.

Rep. McFarlane moved that the minutes of February 25, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chair Mariani laid HF935 over until the next hearing.

The meeting was adjourned at 10:01 AM.
