MINUTES


Representative Jim Davnie, Chair of the Division, called the nineteenth meeting to order at 10:35 A.M. on, February 26, 2010 in the 200 hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davnie called the meeting to order at 10:35 A.M. A quorum was present.

Representative Davnie moved approval of HF2599 be recommended to pass and re-referred to the Commerce and Labor committee.

HF2599 (Falk) Live check solicitations prohibited.


Testimony was given by:
Kermit Fruechte, Assistant Attorney General, Minnesota Attorney General

A handout was given to division members:

Representative Davnie renewed his motion HF2599 be recommended to pass and be re-referred to Commerce and Labor committee.
The motion prevailed.



Representative Sanders moved approval of HF2855 be recommended to pass and re-referred to the Commerce and Labor committee.

HF2855 (Gunther) Boiler provisions modified and civil and criminal penalties amended and imposed.

Representative Sanders moved approval of amendment A10-2177.
The amendment was adopted.

Representative Sanders moved approval of HF2855 be recommended to pass as amended and re-referred to the Commerce and Labor committee.


Representative Lillie moved approval of HF3048 be recommended to pass and re-referred to the Commerce and Labor committee.

HF3048 (Norton) Construction codes and licensing provisions modified, certain notice provisions modified, and criminal penalties imposed.

Representative Lillie moved approval of amendment A10-2033.
The amendment was adopted.

Representative Lillie moved approval of HF3048 be recommended to pass as amended and re-referred to the Commerce and Labor committee.


Representative Davnie moved approval of HF2600 be recommended to pass and re-referred to the Commerce and Labor committee.

HF2600 (Mullery) Licensing and regulation provided for an individual engaged in the business of a mortgage loan originator or the mortgage loan business.

4 voted in favor, 4 voted in opposition.

Representative Sanders moved an oral amendment to amendment.
Page 2, line 2.15 delete "or" and insert "and".
The oral amendment was not adopted.


Representative Davnie renewed his motion HF2600 be recommended to pass and be re-referred to Commerce and Labor committee.
The motion prevailed.


Representative Lillie assumed the chair.

Representative Davnie moved approval of HF3127 be recommended to pass and re-referred to the Commerce and Labor committee.

HF3127 (Davnie) Administrative, benefit, and tax provisions modified.


Testimony was given by:
Lee Nelson, Legal Counsel Minnesota Department of Employment and Economic Development.



Representative Davnie renewed his motion HF3127 be recommended to pass and be re-referred to Commerce and Labor committee.
The motion prevailed.



Representative Davnie moved adoption of the February 19, 2010 minutes.
