MINUTES



Representative Atkins Chair of the Commerce and Labor Committee, called the meeting to order at 4:39 P.M. on March 2, 2010, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Johnson moves adoption of the Division Report.

Rep. Johnson moves that HF2629, as amended by Division, be recommended to pass to the General Register.

HF2629 (Dill) Municipality's right to own and operate a telephone exchange election rules changed.



Rep. Johnson renews his motion that HF2629, as amended by Division, be recommended to pass to the General Register.
The motion prevailed.


Chair Atkins moves adoption of the Division Report.

Rep. Davids moves that HF2062, as amended, be recommended to pass to the Committee on State and Local Gov’t Reform, Technology and Elections.

HF2062 (Lanning) Ladder Out of Poverty Task Force established, membership and duties provided, and legislative appointments provided.

Representative Davids moved the H2062A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Davids moved an oral amendment on the A2 amendment

Representative David’s moved and oral amendment to HF2062:
On the A2 amendment Line 1.3 delete "14" and insert "13".
The oral amendment was incorporated.

Handouts were given to committee members:

"Family Assets for Independence in Minnesota"

Rep. Davids renews his motion that HF2062, as amended, be recommended to pass to the Committee on State and Local Gov’t Reform, Technology and Elections.
The motion prevailed.


Rep. Davnie moves adoption of the Division Report.

Rep. Davnie moves that HF2599 be recommended to pass to the General Register.

HF2599 (Falk) Live check solicitations prohibited.
Testimony was given by:

The amendment was adopted.

Rep. Davnie renews his motion that HF2599, as amended, be recommended to pass to the General Register.
The motion prevailed.


Rep. Davnie moves adoption of the Division Report.

Rep. Davnie moves that HF2855, as amended by Division, be recommended to pass to the Committee on Civil Justice.

HF2855 (Gunther) Boiler provisions modified and civil and criminal penalties amended and imposed.

The bill was temporarily laid over.


Chair Atkins moves that HF2060 be recommended to pass to the General Register.

HF2060 (Sterner) Public adjusters regulated, notice of cancellation and prohibited practices modified, and insurance claims regulated for residential roofing goods and services.

Chair Atkins moved the A10-2165 amendment.
The amendment was adopted.

Chair Atkins renews his motion that HF2060, as amended, be recommended to pass to the General Register.
The motion prevailed.


Rep. Davids moved adoption of the February 25, 2010 minutes.
The minutes were adopted.


Rep. Johnson moves adoption of the Division Report.

Rep. Johnson moves that HF2639 be recommended to pass to the Committee on Public Safety Policy and Oversight.

HF2639 (Johnson) Wireless telecommunications service providers authorized to provide call locations for emergencies.

The motion prevailed.


Chair Atkins moves that HF3052 be recommended to pass to the Committee on Civil Justice.

HF3052 (Abeler) Nonrecourse civil litigation funding transactions regulated.

Chair Atkins moved the H3052A2 amendment. THE AMENDMENT WAS ADOPTED.
Chair Atkins moved the H3052A5 amendment. THE AMENDMENT WAS ADOPTED.

Chair Atkins moved to take HF2855 off of the table.
The motion prevailed.

HF2855 (Gunther) Boiler provisions modified and civil and criminal penalties amended and imposed.

Chair Atkins, moved and oral amendment:
On page 16, line 19 delete "original".
On page 16, line 20, delete "manufacturer’s"
The oral amendment was incorporated.

Chair Atkins renews his motion that HF2855, as amended, be recommended to pass to the Committee on Civil Justice.

Chair Atkins moves that HF3017 be recommended to pass to the General Register.

HF3017 (Atkins) Municipalities authorized to permit certain solicitations.



Chair Atkins moved the H3017Al amendment. THE AMENDMENT WAS ADOPTED.

Chair Atkins renews his motion that HF3017 be recommended to pass, as amended to the General Register.
