Chair Thomas Huntley began the forty-second meeting of the Health Care and Human Services Finance Division at 1:03 p.m. on Tuesday, February 9, 2010, in Room 200 of the State Office Building. A quorum was not present.

Representative Erin Murphy stated her intention to move HF 2680 when a quorum was present and gave a brief overview of the bill.

At 1:06 p.m. a quorum was present and Chair Huntley formally called the meeting to order. The committee legislative assistant noted the roll:

Rep. Murphy moved HF 2680 be recommended to pass and returned to the Committee on Finance.

John Walz, Fiscal Analyst, gave an overview of the spreadsheet.

Dannette Coleman, Medica, responded to a question regarding the MA (Medical Assistance) surcharge.

Randall Chun, House Research, discussed the MA surcharge.

Sue Abderholden, NAMI Minnesota, and Patricia Coldwell, Association of Minnesota Counties both testified.

Dave Greeman, Department of Human Services, testified regarding the issue of FTE’s (full-time equivalent) in the fiscal note.

Rep. Murphy moved adoption of the H2680A2 amendment.

Rep. Hosch moved to incorporate the following oral amendment:

Line 7.10, delete "$14,121,000" and insert "$9,560,500"
Line 7.12, delete "$14,121,000" and insert "$9,560,500"
Line 7.16, delete "$5,000,000" and insert "$9,560,500"
Line 7.18, delete "$5,000,000" and insert "$9,560,500"

Rep. Murphy moved adoption of the H2680A2 amendment, incorporating the Hosch oral amendment. The motion prevailed. The amendment was adopted.

Representative Bunn moved adoption of the A10-2060 amendment and explained same.

Rep. Abeler moved an oral amendment to the A10-2060 amendment as follows:

Line 1.5, after "hospitals" insert "or county-based purchasing units" and after "hospital" insert
"or county-based purchasing units"

Rep. Abeler explained his oral amendment, discussion followed and the oral amendment to the A10-2060 amendment was withdrawn.

Representative Bunn renewed her motion to adopt the A10-2060 amendment. The motion prevailed.

Representative Abeler moved adoption of the H2680A3 amendment and incorporated the following oral amendment:

Line 1.3, delete "ACCOUNTABLE" and insert "COORDINATED" and after "CARE" insert
"DELIVERY"

Line 1.7, delete "accountable" and insert "coordinated"

Line 1.8, between "care organizations" insert "delivery"
Line 1.8, delete "accountable" and insert "coordinated"
Line 1.8, between "care organization" insert "delivery"

Line 1.10, delete "accountable" and insert "coordinated"
Line 1.10, after "care" insert "delivery"

Line 1.12, delete "accountable" and insert "coordinated"
Line 1.12, after "care" insert "delivery"

Line 1.15, delete "accountable" and insert "coordinated"
Line 1.15, after "care" insert "delivery"

Line 1.17, delete "an" and insert "a"

Line 1.18, delete "accountable" and insert "coordinated"
Line 1.18, after "care" insert "delivery"

Rep. Abeler further moved to incorporate the language of his H2680A5 amendment with the following change:

Line 1.8, delete "an accountable care" and insert "a coordinated care delivery organization"

Discussion followed and Representative Abeler renewed his motion to adopt the H2680A3 amendment with all the incorporated language. The motion prevailed.

Representative Gottwalt moved adoption of and explained the H2680A1 amendment. Following discussion, Rep. Gottwalt withdrew his amendment.

Final discussion of the bill, as amended, occurred and the Chair reminded members the bill must travel to the Committee on Finance, the Commerce Committee, and the Committee on Taxes before going to the House Floor.

Representative Murphy renewed her motion that HF 2680, as amended, be recommended to pass and returned to the Committee on Finance. The motion prevailed.

Representative Gottwalt moved approval of the minutes from April 30, 2009; May 4, 2009; and December 14 and 16, 2009. The motion prevailed.

The Chair introduced the Division’s two new pages for 2010: Sara Kramer of Owatonna and Luke Ferguson of Minneapolis.

Chair Huntley adjourned the meeting at 2:30 p.m.
