Chair Thomas Huntley called to order the thirty-fifth meeting of the Health Care and Human Services Finance Division at 9:11 a.m. on Tuesday, April 21, 2009, in Room 5 of the State Office Building. A quorum was not present.

HF 1362 (Huntley - the A09-0461 delete everything amendment) - Health care and human services finance omnibus bill

At 11:25 a.m. the Chair noted a quorum was present and formally called the meeting to order. The committee legislative assistant noted the roll:

The Chair made announcements and recessed until 1:00 p.m.

At 1:12 p.m. Chair Huntley called the meeting back to order. House Research staff gave overviews of the repealers. Alex Bartolic, Dept. of Human Services came to the table to respond to a question.

Representative Abeler moved amendment H1362A1-1 for discussion. He explained his amendment and following discussion withdrew the amendment.

Representative Abeler moved amendment H1362A9 for discussion. He explained his amendment and following discussion withdrew the amendment.

Representative Abeler moved amendments H1362A11 and H1362A 17 simultaneously for discussion. He explained his amendments and incorporated lines 1.3 through 1.9 of the H1362A17 amendment into the H1362A11 amendment in place of lines 3.9 through 3.17 of the H1362A11 amendment. Testifying to their concerns with the H1362A11 and H1362A17 amendments were:

Following discussion Representative Abeler withdrew the H1362A11 amendment, as amended.

Representative Abeler moved amendment H1362A8 for discussion. He explained his amendment and incorporated the following oral amendment:

line 1.6, delete "shall" and insert "may"

Following discussion Representative Abeler withdrew the amendment.

Representative Abeler moved amendment H1362A12 for discussion. Mary Regan, Minnesota Council for Child Caring Agencies testified to this amendment and following discussion, Representative Abeler withdrew the amendment.

Representative Abeler moved amendment H1362A7 for discussion. He explained his amendment and following discussion withdrew the amendment.

Brian Osberg, Assistant Commissioner of Health Care, Department of Human Services, testified briefly.

Chair Huntley renewed his motion that HF 1362, as amended by the A09-0461 delete all amendment be recommended to pass and rereferred to the Committee on Finance. The motion prevailed.

Representative Fritz moved approval of the April 20, 2009, minutes. The motion prevailed.

The Chair adjourned the meeting at 2:23 p.m.
