Chair Thomas Huntley began the forty-fifth meeting of the Health Care and Human Services Finance Division at 1:49 p.m. on Thursday, February 18, 2010, in Room 200 of the State Office Building. A quorum was not present.

MN Department of Health Budget Proposal testimony by Craig Acomb, Assistant Commissioner. Discussion followed.

Chair Huntley formally called the meeting to order at 2:05 p.m. A quorum was present and the clerk noted the roll:

HF 2859 (Simon) - Nursing facility rate provisions modified

The Chair moved HF 2859 be recommended to pass and returned to the Committee on Finance. Representative Steve Simon explained his bill.

Chair Huntley moved adoption of the A10-2114 amendment. The motion prevailed. Discussion followed. The
Chair renewed his motion that HF 2859, as amended, be recommended to pass and returned to the Committee on Finance. The motion prevailed.

HF 1253 (Abeler) - MinnesotaCare inpatient hospital benefit limits expanded to allow managed care and county-based purchasing plans to offer supplemental health plans.

Rep. Abeler explained his bill. Discussion followed. Kathryn Kmit, Director of Public Policy and Program, Minnesota Council on Health Plans came to the table to respond to questions. No action was taken on the bill.

HF 1524 (Falk) - MinnesotaCare; supplemental hospital coverage authorized

Chair Huntley moved HF 1524 be laid over for possible inclusion in the Health Care and Human Services Finance Omnibus bill. Representative Falk explained his bill and discussion followed.

Dave Greeman, Fiscal Manager, Department of Human Services, came to the table to respond to questions regarding the fiscal note on this bill.

Chair Huntley laid the bill over for possible inclusion in the Health Care and Human Services Finance Omnibus bill and adjourned the meeting at 2:31 p.m.
