MINUTES


Representative David Bly, Vice Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 10:40 A.M. on Wednesday, April 15, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina announced that the committee would continue considering amendments to
HF 869 as amended.

John Rajkowski, Minnesota Department of Labor and Industry, introduced himself and provided testimony regarding the Representative Mahoney amendment on prevailing wage issues.

Representative Anderson moved to amend HF 869 as amended with the amendment H0860A27, attached.

Lee Nelson, Director of Legal Affairs, Unemployment Insurance Program, Minnesota Department of Employment and Economic Development, introduced himself provided testimony regarding the amendment H0860A27.

Questions and discussion followed.

Representative Anderson renewed her motion to amend HF 869 as amended with the amendment H0860A27, attached. The roll call vote was taken. The vote was 7 aye, and 9 nay. THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Dr. Frank Cerra, Academic Health Center, University of Minnesota, introduced himself and testified regarding HF 869 as amended, Article 2, sections 24 through 29.

Representative Mahoney moved to amend HF 869 as amended with the amendment H0860A28, attached.

Deborah Junod, Office of the Legislative Auditor, introduced herself and testified regarding the amendment H0860A28.

Brad Lehto, Chief of Staff, Minnesota AFL-CIO, introduced himself and testified in opposition to the amendment H0860A28.

Representative Mahoney pulled the amendment H0860A28 from consideration.

Representative Gunther moved to amend HF 869 as amended with the amendment A09-0439, attached.

Representative Gunther requested an oral amendment to the amendment A09-0439 to be incorporated into the amendment and put it in the form as he intended, as follows:

Page 1, line 26, after "2009" insert "special revenue fund"

Representative Gunther presented the amendment A09-0439 as amended.

Representative Gunther renewed his motion to amend HF 869 as amended with the amendment A09-0439 as amended. . THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Welti moved to amend HF 869 as amended with the amendment H0860A23, attached.

Representative Rukavina renewed his motion to amend HF 869 as amended with the amendment H0860A29. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Rukavina noted that there were no other amendments, and that the staff would make some corrections.

Representative Mahoney discussed technical corrections and asked staff to prepare an amendment.

Representative Mahoney moved to amend HF 869 as amended with the technical amendment, attached. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Rukavina thatnked everyone, and noted that this would likely be the last meeting.

Chair Rukavina renewed his motion that HF 869 as amended be recommended to pass and be referred to the Finance Committee.

Representative Anderson requested a roll call vote.

Chair Rukavina made final comments regarding HF 869 as amended.

Chair Rukavina again renewed his motion that HF 869 as amended be recommended to pass and be referred to the Finance Committee. The roll call vote was taken. The vote was 14 aye, and 5 nay. THE MOTION PREVAILED.

Chair Rukavina again thanked the staff.

The meeting was adjourned at 12:25 P.M.
