MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:45PM on February 12, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Bob Meier, Assistant Commissioner of Government Relations, Minnesota Department of Natural Resources, provided an update on the management of the Permanent School Trust Land.

A quorum was present at 2:50pm.

Marty Vadis, Director, Lands & Minerals Department, Minnesota Department of Natural Resources, presented "Revenue from School Trust Lands Managed by the DNR."

Representative Slocum moved the minutes of February 11, 2009 be adopted.
THE MOTION PREVAILED.


HF104 (Dittrich) A bill for an act relating to education finance; requiring permanent school fund revenue to be set aside for school technology purposes.

Representative Dittrich moved HF104 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Dittrich, Anne Schafer, teacher, Oakland Junior High School, Pam Dyson, Director of Technology, ISD 181, Karen Hermanson, teacher, Lowell Elementary School, and Jesse Theirl, teacher, Hopkins High School, testified.


Public testimony on HF104 was provided by the following individuals:

Representative Dettmer offered the following oral amendment to HF104:
Page 1, Line 7 insert (a) before "A"

Page 1, after line 1.16, insert (b) A school board that adopts a resolution certifying that its technology needs are met may use its school endowment revenue for any general fund purpose.

Representative Dettmer’s amendment was laid over.

Representative Dittrich renewed her motion that HF104 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF780 (Dittrich) A bill for an act relating to education finance; prohibiting the payment of management costs from permanent school trust fund land proceeds.

Representative Dittrich moved HF780 be laid over.

Representative Dittrich and Grace Keliher, Director of Governmental Relations, MSBA, testified.

HF780 was laid over.

The meeting was adjourned at 4:15PM.
