HF3109 (Kalin) Local governments authorized to finance energy improvements for property owners to install energy efficient or renewable energy improvements, repayment provided as a special assessment, and bonds issued.

Rep. Kalin moved that HF3109 be recommended to pass and returned to the Committee on Finance.

Rep. Kalin moved the H3109A1 amendment. The motion prevailed. The amendment was adopted.

Rep. Kalin explained the bill.

Rep. Kalin moved the following oral amendment:

Line 3.21 delete the word "appraised" and insert the word "accessed".

The motion prevailed. The amendment was adopted.

Bob Eleff, House Research, read the following oral amendment:

Line 1.16, delete "be provided" and insert "provide for end use of the electoral energy for an off-site facility."

Line 1.17, delete everything before the period.

Rep. Kalin moved the adoption of the oral amendment as read by Mr. Eleff. The motion prevailed the amendment was adopted.

Rep. Anderson requested a roll call.

There being 15 ayes and 3 nays, the motion prevailed. The bill was passed and returned to the Committee on Finance.

Voting in the affirmative: Hilty, Falk, Westrom, Beard, Bly, Brynaert, Hortman, Kalin, Knuth, Kulick Jackson, Nornes, Obermeuller, Persell, Sailer, Welti.

Voting in the negative: Anderson, Hackbarth, Seifert.

Rep. Bryanert moved approval of the minutes of March 19, 2010. The motion prevailed. The minutes were adopted.

HF3546 (Beard) Impact of energy-related requirements report required.

Rep. Beard moved that HF3546 be recommended to pass and be returned to the Committee on Finance.

Rep. Beard moved the H3546DE1 amendment. The motion prevailed. The amendment was adopted.
