Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:41 A.M. on Friday, April 9, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF2758. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that HF2758 be recommended to pass and placed on the General Register.

Rep. Lillie presented HF2758 (Lillie) Labor agreements and compensation plans ratified.

Greg Hubinger, Director, Legislative Coordinating Commission testified on HF2758.

Rep. Kahn renewed the motion that HF2758 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Vice-Chair Benson moved approval of the minutes of Thursday, April 8, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Vice-Chair Benson moved adoption of the Health Care and Human Services Finance Division Report for HF0677, Second Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Vice-Chair Benson moved that HF0677, Second Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Bunn presented HF0677, Second Committee Engrossment (Bunn) Body art procedures and establishments regulated.

Thomas R. Hiendlmayr, Director, Minnesota Department of Health, responded to questions regarding HF0677, Second Committee Engrossment.

Vice-Chair Benson renewed the motion that HF0677, Second Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.


Rep. Paymar moved that SF2339, First Engrossment be recommended to pass and placed on the General Register.

Rep. Peterson presented SF2339, First Engrossment (Peterson) Criminal penalty increased for possessing dangerous weapons on school property while criminal penalty lowered for brandishing, using, or possessing replica firearms and BB guns on school property.

Rep. Swails presented HF1320, First Committee Engrossment (Swails) Pharmacists prohibited from substituting epilepsy drugs without prior consent and notification.

Kevin Goodno, President of the Epilepsy Foundation, responded to questions regarding HF1320, First Committee Engrossment.

Vice-Chair Benson renewed the motion that HF1320, First Committee Engrossment be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF3682. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved to amend HF3682. (See attached amendment H3682A1). THE MOTION PREVAILED. THE AMEMDMENT WAS ADOPTED.

Rep. Kalin presented HF3682, as amended (Kalin) Energy environment financing program provisions changed.

Rep. Hayden presented SF2690, Second Engrossment (Hayden) Driver's license requirements modified for foster children, in-court reviews required, and definition of parent expanded for child protection proceedings.

Mary Regan Executive Director, Minnesota Council of Child Caring Agencies (MCCCA) testified on SF2690, Second Engrossment.

Vice-Chair Benson renewed the motion that SF2690, Second Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.



Rep. Juhnke moved adoption of the Agriculture, Rural Economies and Veterans Affairs Finance Division Report for HF2678, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Juhnke moved that HF2678, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Juhnke moved to amend HF2678, First Committee Engrossment. (See attached amendment H2678A13). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Curt Matthew Turgeon, Pavement Engineer, Minnesota Department of Transportation, responded to questions regarding HF3334, First Committee Engrossment, as amended.

Brad Larsen, Director of Traditional & Innovative Finance, Minnesota Department of Transportation, responded to questions regarding HF3224, First Committee Engrossment.

Rep. Simon moved to amend HF3224, First Committee Engrossment, as follows:

Rep. Simon withdrew the proposed amendment.

Erik Rudeen, Minnesota Department of Transportation, Office Government Affairs, responded to questions regarding HF3224, First Committee Engrossment.

Rep. Champion withdrew the previous motion that HF3224, First Committee Engrossment be recommended to pass and placed on the General Register.

Rep. Champion moved that HF3224, First Committee Engrossment be laid over. THE MOTION PREVAILED.
