Representative Bill Hilty, Chair, called the forty-first meeting to order at 2:43 PM on March 19, 2008 in Room 200 of the State office Building.

The Clerk noted the roll.

Rep. Knuth moved approval of the minutes of March 17, 2008. The motion prevailed. The minutes were adopted.

HF3366 (Eken) Petrofund program modified.

Rep. Hilty moved that HF3366 be recommend to pass and returned to Finance.

Rep. Eken explained the bill.

Rep. Hilty renewed his motion that HF3366 be recommended to pass and returned to Finance. The motion prevailed. The bill was passed.

HF2351 (Johnson) State video franchising impact study.

Rep. Johnson moved that HF2351 be recommended to pass and returned to Finance.

Rep. Johnson explained the bill.

Rep. Johnson renewed his motion that HF2351 be recommended to pass and returned to Finance. The motion prevailed. The bill was passed.

HF2959 (Johnson) Broadband service mapping project and inventory funding provided, and money appropriated.

Rep. Johnson moved that HF2959 be recommended to pass and returned to Finance.

Rep. Johnson explained the bill.

Rep. Johnson renewed his motion that HF2959 be recommended to pass and returned to Finance. The motion prevailed. The bill was passed.

HF3661 (Hilty) Greenhouse gas emission reduction coordinated process created.

Rep. Hilty moved that HF3661 be recommended to pass and returned to Finance.

Rep. Hilty moved the H3661DE1 Amendment. The motion prevailed. The amendment was adopted.

Rep. Hilty explained the bill.

Rep. Hilty clarified which DE1 amendment he intended to pass.

Rep. Hilty moved the following oral amendment to the DE1 amendment:

Delete Subdivisions 5, 6 7 and 8.

The motion prevailed the amendment was adopted.

Rep. Hilty moved the following oral amendment to the DE1 amendment:

Page 1, line 23 strike "The legislation must be based on the principles in"

Page 1, line 24, strike "subdivision 5."

Rep. Hilty moved the H3661A1 Amendment.

Testifying in favor of the amendment:
