MINUTES


Representative Holberg Chair of the Transportation Finance Committee, called the Thirty-Fourth meeting to order at 1:00 P.M. on Tuesday April 11, 2006, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative Larson moved approval of the April 4, and April 6, 2006 Transportation Finance Committee Meeting Minutes. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Mr. Michael discussed his memo of March 13, 2006 (see attached).

Kris Eiden (1:21 – 1:31) Attorney General’s Office
Ms. Eiden discussed the April 5, 2006 letter (see attached) from the Attorney General’s Office.

HF3805 (Vandeveer) Shawn Silvera Memorial Highway designated on I-35.

Representative Holberg moved HF3805 be passed and re-referred to the General Register.

Representative Holberg moved amendment H3805A2 (see attached).

Representative Holberg moved verbal amendment to the H3805A2 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Vandeveer presented HF3805.

Representative Erhardt moved verbal amendment to HF3805:

Representative Holberg moved HF3276 be incorporated into the Transportation Finance Omnibus Bill.

Representative Holberg moved verbal amendment to HF3276 (see attached).

HF3398 (Magnus) Town bridge account financial assistance provision modified.

Representative Magnus moved HF3398 be incorporated into the Transportation Finance Omnibus Bill.

Representative Magnus moved verbal amendment (see attached) to HF3398. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Magnus presented HF3398.

Representative Magnus renewed his motion that HF3398, as amended, be incorporated into the Transportation Finance Omnibus Bill. THE MOTION PREVAILED.

AMENDMENT H3761A5 (Magnus)

Representative Magnus moved amendment H3761A5 be adopted.

Representative Magnus presented amendment H3761A5.

Representative Magnus renewed his motion that amendment H3761A5 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


HF3761 (Holberg) Motor vehicle sales tax revenue allocation modified.

Representative Holberg moved amendment H3761DE3 (see attached) be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF3745 (Peterson, N.) Metropolitan transit service contract requirements modified.

Representative Erhardt moved HF3745 be incorporated into the Transportation Finance Omnibus Bill. THE MOTION PREVAILED.

HF3482 (Hackbarth) All-terrain vehicle gasoline fuel tax attributable amount modified.

Representative Holberg moved HF3482 be incorporated into the Transportation Finance Omnibus Bill.

Representative Hackbarth presented HF3482.

Representative Hornstein moved the H3761A6 amendment (see attached (this is an amendment to the H3761DE3 amendment)) be adopted.

MB-AMD15 AMENDMENT

Representative Holberg moved the MB-AMD15 amendment. (amends HF3761) (see attached).

Representative Holberg moved verbal amendment to amendment MB-AMD15:

Line 1.6 strike “expires” insert “may be cancelled”

Representative Holberg presented amendment MB-AMD15.

Representative Holberg renewed her motion that HF3761 be passed, as amended, and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Chair Holberg called a recess at 3:08 P.M.

Chair Holberg reconvened the meeting at 3:20 P.M.

HF3805 Shawn Silvera Memorial Highway designated on I-35.

Chair Holberg took HF3805 from the table.

Representative Holberg moved that HF3805 be reported to the House, as amended, but without further recommendations. THE MOTION PREVAILED.


Chair Holberg adjourned the meeting at 3:35 P.M.
