MINUTES


Representative Ron Erhardt, Chairman of the Transportation Policy Committee, called the Twenty-Sixth meeting to order at 2:40 PM on Wednesday, March 8, 2006, in Room 200 of the State Office Building.

Rep. Ruth moved approval of the February 7, 2006 minutes. THE MOTION PREVAILED.

Rep. Ruth moved approval of HF3203(Ruth) County state-aid highway fund screening board established, crane operator certification requirements clarified, hazardous material transport minimum age provided, and postal rule distribution provision repealed and recommended it be re-referred to the Committee on Government Operations and Veterans Affairs.

Rep. Ruth moved adoption of AMD01 to HF3203(Ruth).

Rep. Ruth renewed the motion to approve AMD01 (See attachment). THE MOTION PREVAILED.

Testimony was provided on HF3203 (Ruth), as amended, by:

Rob Leighton, representing Union Local 49.

Further discussion took place on Section 2 of the bill.

Rep. Larson moved to delete Section 2 of HF3203 as amended. THE MOTION PREVAILED.

Rep. Ruth renews her motion to approve HF3203, as amended, and re-refer it to the Committee on Government Operations and Veterans Affairs. THE MOTION PREVAILED.

Rep. Erhardt moved approval of HF3202 (Westerberg) State land conveyed and state highway system routes removed, and recommended it be re- referred to the Committee on Transportation Finance.

Rep. Westerberg presented HF3202.

Rep. Erhardt offered the following amendment to HF3202:

Page 3, line 28, delete “REPEALERS; HIGHWAY CHANGES” and insert “REPEALER; REMOVAL OF LEGISLATIVE ROUTE NO. 242”
Page 3, line 29, delete “Subdivision 1. Legislative Route No. 242 removed.”
Page 4, delete subdivision 2 THE MOTION PREVAILED.

Rep. Erhardt renewed his motion to approve HF3202 (Westerberg), as amended, and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Simon moved approval of HF2380 (Simon) Major highway projects reporting required and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Simon presented HF2380.

Rep. Erhardt laid HF3202 (Simon), as amended, on the table.
