Representative Pete Nelson, Vice Chairman of the Transportation Policy Committee, called the Seventeenth meeting to order at 3:05 PM on Tuesday, March 22, 2005, in Room 10 of the State Office Building.

Rep. Soderstrom moved approval of the minutes: March 16, 2005. THE MOTION PREVAILED.

Rep. Nelson moved approval of HF888 (Vandeveer) Toll collection on a toll facility allowed only until all construction costs of the facility have been paid, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Vandeveer presented HF888.

Rep. Nelson renewed his motion to approve HF888 (Vandeveer) and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Ruth moved approval of HF1549 (Ruth) Public safety commissioner's authority to deny limited driver's licenses clarified, and recommended it be laid over for possible inclusion in the Transportation Omnibus bill.

Rep. Ruth renewed her motion to approve HF1549 and that it be included in the Transportation Omnibus bill. THE MOTION PREVAILED.

Rep. Ruth moved approval of HF 1550 (Ruth) Motor bicycle rental business regulation provisions repealed, and recommended it be laid over for possible inclusion in the Transportation Omnibus bill.

Rep. Ruth renewed her motion to approve HF1550 and that it be laid over for possible inclusion in the Transportation Omnibus bill. THE MOTION PREVAILED.

Rep. Ruth moved approval of HF1782 (Ruth) Personalized veterans license plates authorized, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Ruth moved the H1782A1 amendment to HF1782. THE MOTION PREVAILED.

Rep. Ruth presented HF1782 as amended.

Rep. Nelson moved approval of HF1604(Hoppe) Carver County auditor appointment as a deputy motor vehicle registrar authorized, and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Nelson moved approval of the H1604DE1 amendment to HF1604.

Rep. Hoppe presented the H1604DE1 amendment.

Presenting testimony in support of the H1604DE1 amendment was:

Rep. Nelson renewed his motion to approve the H1604DE1 amendment to HF1604 (Hoppe). THE MOTION PREVAILED.

Rep. Nelson moved the A05-0338 amendment to HF1604 (Hoppe). THE MOTION PREVAILED.

Rep. renewed his motion to approve HF1604, as amended, and that it be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Anderson assumed the Chair.

Rep. Nelson moved the approval of HF1537(Nelson) Terminal and facility access by certain vehicles weighing up to 40 tons required; training and certification for peace officers who engage in vehicle weight enforcement required, and recommended that it be laid over for possible inclusion in the Transportation Omnibus bill.

Rep. Nelson moved approval of the A05-0355 amendment to HF1537. THE MOTION PREVAILED.

Rep. Nelson presented HF1537 as amended.

Rep. Nelson renewed his motion to approve HF1537, as amended, and that it be laid over for possible inclusion in the Transportation Omnibus bill. THE MOTION PREVAILED.

Rep. Cox moved approval of HF1701 (Cox) Driver's license renewal provisions modified to include passing specified examinations, and recommended it be re-referred to the Committee on Transportation Finance.

Presenting testimony on HF1701 was:

Rep. Anderson offered the following oral amendment to HF1701:
Page 1, line 21, delete "being found at fault in two or more crashes". THE MOTION PREVAILED.

Rep. Cox renewed his motion to approve HF1701, as amended, and that it be re-referred to the Committee on Transportation Finance. THE MOTION PREVAILED.
