Representative Ron Erhardt, Chairman of the Transportation Policy Committee, called the Twelfth meeting to order at 2:35 PM on Wednesday, March 2, 2005, in Room 10 of the State Office Building.

Rep. Severson moved approval of the minutes: March 1, 2005. THE MOTION PREVAILED.

Presentation on behalf of the Department of Vehicle Services was given by:
- Pat McCormack, DVS/DPS
- Larry Ollila, DVS

Rep. B.Anderson moved approval of HF171(Anderson, B) Special Global War on Terrorism veterans license plates authorized; and recommended it be re-referred to the Committee on Transportation Finance.

Rep. B. Anderson presented HF171.

Presenting testimony in support of HF171 was:
- Michael Vogt, MN Army National Guard
- Adam Timperly, MN Army National Guard

Rep. B. Anderson renewed his motion to approve HF171 and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Olson moved approval of HF472(Olson) Veterans special license plates number of vehicles limit repealed; and recommended it be placed on the General Register.

Rep. Olson presented HF472.

Rep. Olson renewed his motion to approve HF171 and place it on the General Register. THE MOTION PREVAILED.

Rep. P. Nelson moved approval of HF883(Vandeveer) Disabled American Veterans members specified as eligible for special veterans service group license plates; and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Vandeveer moved adoption of the JW100 amendment to HF883. THE MOTION PREVAILED. (See attachment.)


Rep. Vandeveer moved adoption of the H0883A1 amendment to HF883 as amended. THE MOTION PREVAILED. (See attachment.)

Presenting testimony in support of HF883 as amended was:

Rep. Nelson, P renewed his motion to approve HF883 as amended and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. Nelson, P moved approval of HF1095(Nelson,P) Special veterans license plates authorized for display on certain one-ton trucks; and recommended it be re-referred to the Committee on Transportation Finance.

Rep. P. Nelson renewed his motion to approve HF1095 and re-refer it to the Committee on Transportation Finance. THE MOTION PREVAILED.

Rep. B. Anderson moved approval of HF105(Dorman) Special Persian Gulf War veterans motorcycle license plates authorized; and recommended it be re-referred to the Committee on Transportation Finance.

Rep. Severson moved approval of HF1053(Severson) Driver's license road test waiver authorized for licensed military personnel for possible inclusion in the Transportation Omnibus bill.

Rep. Severson moved adoption of the H1053DE1 amendment to HF1053. THE MOTION PREVAILED.

Rep. Severson presented HF1053 as amended.

Presenting testimony on HF1053 as amended was:

- Pat McCormack, Department of Vehicle Services

Chairman Erhardt temporarily laid over HF1053 as amended.

Rep. Holberg moved approval of HF1351(Holberg) Two-year driving permits provided; for possible inclusion in the Transportation Omnibus bill.

Rep. Holberg presented HF1351.

Rep. Holberg renewed her motion to approve HF1351 for possible inclusion in the Transportation Omnibus bill. THE MOTION PREVAILED.

Vice Chairman P. Nelson assumed the Chair.

Rep. Erhardt moved approval of HF974(Erhardt) Peace officer operation of any vehicle or combination of vehicles authorized; and recommended it be placed on the Consent Calendar.

Rep. Erhardt moved adoption of the H0974A1 amendment to HF974. THE MOTION PREVAILED. (See attachment)

Rep. Erhardt presented HF974 as amended.

Presenting testimony in support of HF974 was:
- Wally Krueger, Minneapolis Police Department

Rep. Erhardt renewed his motion to approve HF974 as amended and that it be placed on the Consent Calendar. THE MOTION PREVAILED.

Rep. Erhardt assumed the Chair.

Rep. Erhardt brought back HF1053 as amended.

Rep. Severson offered the following amendment to HF1053 as amended:
Page 1, line 13 after "forces", delete "that" and insert "that requires a comparable demonstration for license issuance". THE MOTION PREVAILED.

Rep. Severson renewed his motion that HF1053 as amended be laid over for possible inclusion in the Transportation Omnibus bill. THE MOTION PREVAILED.
