MINUTES


Representative Ron Erhardt, Chairman of the Transportation Policy Committee, called the Ninth meeting to order at 2:30 PM on Wednesday, February 16, 2005, in Room 10 of the State Office Building.

Rep. Lieder moved approval of the minutes: February 15, 2005. THE MOTION PREVAILED.

Rep. Cox moved approval of HF319(Powell) requiring motor vehicle drivers to restrain child passengers under nine years of age with appropriate child restraint system and that it be re-referred to the Committee on Public Safety.

Rep. Powell presented HF319.

Presenting testimony in support of HF319 was:

Charlotte Rayl, Dakota County Sheriff’s Office

Rep. Nelson moved to amend HF319 as follows:

Page 2, line 16, after "nine" insert "on the streets and highways of this state at a speed greater than 15 miles per hour." THE MOTION PREVAILED.

Rep. Cox renewed his motion to approve HF319(Powell) as amended and re-refer it to the Committee on Public Safety. THE MOTION PREVAILED.

Rep. Anderson moved approval of HF204(Garofalo) restricting possession of traffic signal-override device and that it be re-referred to the Committee on Public Safety.

Rep. Nelson offered the following oral amendment to HF204:

Page 1, line 11 after "device" delete "mounted" and insert "located." THE MOTION PREVAILED.

Rep. Garofalo presented HF204.

Presenting testimony in support of HF204was:

Steve Strachan, Chief of Police, Lakeville, and MN Chiefs of Police

Rep. Anderson renewed his motion that HF204(Garofalo) as amended be approved and re-referred to the Committee on Public Safety. THE MOTION PREVAILED.

Rep. Lieder moved approval of HF614(Lieder) permitting display of certain slow-moving vehicle signs that are visible at night.

Rep. Lieder presented HF614.

Rep. Lieder moved approval of the A05-0042 amendment to HF614 (see attached). THE MOTION PREVAILED.

Presenting testimony on HF614 was:

Leonard Levine, Safe Lites
Tom Knox, Safe Lites

Rep. Lieder renewed his motion to approve HF614(Lieder) as amended. THE MOTION PREVAILED.

Chairman Erhardt laid over HF614 (Lieder) for possible inclusion in the Transportation Omnibus bill.

The meeting was adjourned at 3:45 PM.
