MINUTES


Representative Marty Seifert, Chairman of the State Government Finance Committee, called the thirty-fourth meeting to order at 8:35 a.m. on Wednesday, March 22, 2006 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Chairman Seifert moved HF2677 be recommend to pass and referred to the General Register.

Chair Seifert renewed his motion that HF2677 be recommend to pass and referred to the General Register. THE MOTION PREVAILED.

Chairman Seifert moves HF2872 be recommended to pass and referred to the General Register.

Chair Seifert renewed his that motion that HF2872 be recommend to pass and referred to the General Register. THE MOTION PREVAILED.


Chair Seifert moved HF2921 be recommend to pass and referred to the Committee on Taxes.

Chair Seifert orally moves to amend HF2921 as follows:
Pg. 9 Line 9.31 delete “to fund a systemwide coordinator”
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Krinkie moves to orally amend HF2921 as follows:
Page 9, after line 33m insert the following:
Report By January 15, 2007 and each year thereafter, the commissioner shall report to the chairpersons of the House and Senate committees having purview over policy and finance for veterans affairs, regarding the implementation and effectiveness of the program described in subdivision 4. The report shall address all relevant issues raised in writing to the commissioner by those chairpersons by August 1 of the preceding year.
Sunset: The program established in subdivision 4 shall expire at the end of the fiscal year in which the number of veterans enrolled in Minnesota public institutions of higher education becomes less than 4,000, but no later than June 30, 2012. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Kahn moves to orally amend HF2921 as follows:
Page 9, line 8, after the period insert
“Prior to encumbering funds from the appropriation in this subdivision, the commissioner must adhere to the provisions of section 16E.03.” THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Chairman Seifert amended his motion that HF2921, as amended, be recommended to pass and re-referred to the Committee on Commerce and Financial Institutions.

Representative Mullery moves to amend the Seifert motion, that HF2921, as amended, be referred to Committee on Commerce and Financial Institutions without further recommendation. THE MOTION PREVAILED.
