Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the forty ninth meeting to order at 10:33 AM on Wednesday, March 22, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

HF2688 (Westrom) War dog and handler plaque authorized on the Capitol grounds.

Chair Tingelstad moved that HF2688 be recommended to pass and be referred to the Committee on Rules & Legislative Administration.

Chair Tingelstad renewed her motion that HF2688 be recommended to pass and be referred to the Committee on Rules & Legislative Administration. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE COMMITTEE ON RULES & LEGISLATIVE ADMINISTRATION.

HF3390 (Anderson, B.) State employees ordered to active military service salary differential program eligibility criteria modified.

Chair Tingelstad moved that HF3390 be recommended to pass and be placed on the General Register.

Chair will update her original motion as follows:

Delete “placed on the General Register” and insert “referred to the Committee on State
Government Finance”

HF3664 (Cybart) National Guard security guards authorized to carry certain machine guns and short-barreled shotguns.

Representative Cybart moved that HF3664 be recommended to pass and be placed on the General Register.

Representative Cybart renewed his motion that HF3364 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED AND THE BILL WAS PLACED ON THE GENERAL REGISTER.

HF3248 (Wardlow) State park admission fees for military personnel on leave waived.

Representative Wardlow moved that HF3248 be recommended to pass and be placed on the General Register.

Representative Wardlow updated his original motion as follows:

Delete “placed on the General Register” and insert “referred to the Committee on Agriculture, Environment & Natural Resources Finance”

HF3374 (Bradley) Disability provision council modified.

Representative Seifert moved that HF3374 be recommended to pass and be placed on the General Register.

Chair Tingelstad temporarily laid over HF3374.

SF1272 (Tingelstad) Indian affairs council ex officio membership expansion

Chair Tingelstad moved that SF1272 be recommended to pass and be placed on the General Register.

Chair Tingelstad moved to orally amend SF1272 as follows:

Page 1, after line 23, insert “the commissioner of administration,”

THE MOTION PREVAILED AND CHAIR TINGELSTAD’S ORAL AMENDMENT WAS ADOPTED.

Chair Tingelstad renewed her motion that SF1272 be recommended to pass as amended and be placed on the General Register. THE MOTION PREVAILED AND THE BILL WAS PLACED ON THE GENERAL REGISTER.

HF3374 (Bradley) Disability provision council modified.

Chair Tingelstad brought back up HF3374 and Representative Seifert’s motion that it be recommended to pass and be placed on the General Register.

Representative Seifert renewed his motion that HF3374 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED AND THE BILL WAS PLACED ON THE GENERAL REGISTER.

Chair Tingelstad recognized high school students from Holy Family High School from Victoria, Minnesota in the audience.

Chair Tingelstad opened the floor for discussion on legislative reform.

Chair Tingelstad recognized Stan Marczak & Nancy Lakanen with “Allina Day at the Capitol” in the audience.

Representative McNamara moved to reconsider HF3078 as amended. THE MOTION PREVAILED AND HF3078 WAS RECONSIDERED.

Representative McNamara moved that HF3078 be recommended to pass and be referred to the Committee on State Government Finance.

Representative McNamara moved the new H3078DE1 delete everything amendment.

Chair recessed at 11:39 AM because of a fire alarm.

Chair resumed the meeting 11:59 AM.
