MINUTES


Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the forty second meeting to order 10:20 AM on Wednesday, March 08, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

Representative Neil Peterson moved the approval of the minutes of Thursday, March 2, 2006. THE MOTION PREVAILED.

The following testifiers gave an overview of the Minnesota State Lottery:

HF433 (Brod) Senate action on confirmation of appointments after adjournment prohibited.

Representative Tingelstad moved that HF433 be passed and be re-referred to the General Register.

The following witnesses testified regarding HF433:

Representative Tingelstad renewed her motion that HF433 be passed and be re-referred to the General Register. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF3114 (DeLaForest) Labor agreements and compensation plans for various public employees ratified.

Representative Tingelstad moved that HF3114 be passed and be re-referred to the Committee on State Government Finance.

Representative Tingelstad moved the H3114A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Tingelstad renewed her motion that HF3114 be passed as amended and be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF2492 (Urdahl) Uniform school lock down plan; schools required to adopt, implement, and practice a uniform lock down plan.

Representative Tingelstad moved that HF2492 be passed and be re-referred to the Committee on Education Policy and Reform.

Representative Tingelstad moved the H2492DE2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Loeffler moved that H2492DE2 be amended as follows:
Page 3, line 14, after “principals;” insert “school counselors;”

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Tingelstad moved the A06-4111 Amendment.

Representative Tingelstad moved that the A06-4111 Amendment be amended as follows:
Page 1, line 2, delete “21” and insert “19”

Representative Tingelstad renewed her motion that the A06-4111 Amendment be passed as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED AS AMENDED.
