Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the thirty ninth meeting to order 9:10 AM on Thursday, February 16, 2006, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.
