Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the twelfth meeting to order at 10:26 am on Thursday, February 10, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:26:48 AM Representative Beard moved the approval of the minutes of Wednesday, February 9, 2005. THE MOTION PREVAILED.

HF593 (Seifert) relating to state government; imposing certain conditions on nonprofit organizations that receive a grant or a direct appropriation from the state; proposing coding for new law in Minnesota Statutes, chapter 16A.

10:28:18 AM Representative Seifert moved that H0593UE1, the unofficial engrossment for HF593, pass without recommendation and be re-referred to the Committee on State Government Finance.

HF487 (Opatz) relating to state government; changing terminology for mentally retarded, mental retardation, physically handicapped, and similar terms.


11:03:14 AM Representative Tingelstad moved HF487 be recommended to pass and be re-referred to the Committee on Health Policy and Finance.

11:04:19 AM Representative Tingelstad moved the A05-0023 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:04:37 AM Representative Tingelstad moved the A05-0035 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF682 (Severson) relating to the military; providing for special "Support Our Troops" plates; establishing an account; providing funding for certain National Guard incentive programs; providing funding for a World War II veterans memorial and the maintenance and improvement of veterans homes; providing certain income tax benefits; appropriating money; amending Minnesota Statutes 2004, sections 290.01, subdivisions 7, 19, 19b; 290.06, subdivision 2c; proposing coding for new law in Minnesota Statutes, chapters 168; 190.

11:27:38 AM Representative Severson moved the H0682A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
