MINUTES
Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the twenty-ninth meeting to order at 2:30 p.m., Wednesday, April 5, 2006, in the Basement Hearing Room, State Office Building.
The Clerk noted the roll.
A quorum was not present.

Chair Davids introduced Vance Haugen (Extension Agent, University of Wisconsin) from Canton, Minnesota to give a brief presentation on low-cost milking parlors.
A quorum was present at 2:40 p.m.
Chair Davids recessed the committee at 2:53 p.m. for floor session.
Chair Davids reconvened the committee at 3:47 p.m.
HF3915 (Moe) genetically engineered wild rice moratorium imposed in the event of an application for a test plot.
Rep. Moe moved HF3915 be recommended to pass and be re-referred to the Committee on Rules.
Rep. Moe moved to amend HF3915, as previously amended (H3915DE2, attached). The motion prevailed, the amendment was adopted.
Rep. Moe renewed his motion that HF3915 be recommended to pass, as amended, and be re-referred to the Committee on Rules. The motion prevailed.
