1.3    "Subd. 11. On-bill reporting. (a) A consumer-owned utility must report, in a separate
1.4line-item on each monthly bill sent to a customer, the amount of the customer's bill that
1.5represents the consumer-owned utility's expenditures required to be made by law under this
1.6chapter, including, but not limited to, expenditures required under this section and section
1.7216B.1691, filings required under sections 216B.16, 216B.2422, and 216B.243, the costs
1.8of other required proceedings before the commission, assessments made on the public utility
1.9to defray regulatory costs of the commission and the department, required rebates to
1.10customers, and any financial incentives provided to utilities from ratepayers for activities
1.11required by law. The amount reported may be calculated based on dividing equally among
1.12the number of billing periods the total amount of required expenditures made and financial
1.13incentives received by the consumer-owned utility during the most recently-completed
1.14calendar year.
1.15(b) If a generation and transmission cooperative or municipal power agency makes
1.16expenditures required to be made by law under this chapter on behalf of its member
1.17distribution cooperatives, the reported amount must, to the extent practicable, be prorated
1.18to each distribution utility based on its respective proportion of the generation and
1.19transmission cooperative's or municipal power agency's total energy sales, as applicable."

2.5utility to defray regulatory costs of the commission and the department, required rebates to

2.8the number of billing periods the total amount of required expenditures made and financial
2.9incentives received by the public utility during the most recently-completed calendar year."
