1.12house and the president of the senate salary recommendations for constitutional officers,
1.13justices of the supreme court, and judges of the court of appeals and district court. The
1.14recommended salary for each other office must take effect on the first Monday in January
1.15of the next odd-numbered year, with no more than one adjustment, to take effect on January
1.161 of the year after that. The salary recommendations for judges and constitutional officers
1.17take effect if an appropriation of money to pay the recommended salaries is enacted after
1.18the recommendations are submitted and before their effective date. Recommendations may
1.19be expressly modified or rejected.
1.20(b) The council shall also submit to the speaker of the house and the president of the
1.21senate recommendations for the salary ranges of the heads of state and metropolitan agencies,
1.22to be effective retroactively from January 1 of that year if enacted into law. The
1.23recommendations shall include the appropriate group in section 15A.0815 to which each
1.24agency head should be assigned and the appropriate limitation on the maximum range of
2.1the salaries of the agency heads in each group, expressed as a percentage of the salary of
2.2the governor.
2.3(b) By May 1 in each odd-numbered year, the Compensation Council must prescribe
2.4salaries for constitutional officers, and for the agency and metropolitan agency heads
2.5identified in section 15A.0815. The prescribed salary for each office must take effect July
2.61 of that year and July 1 of the subsequent even-numbered year and at whatever interval
2.7the council determines thereafter, unless the legislature by law provides otherwise.
2.8EFFECTIVE DATE.This section is effective the day following final enactment and
2.9applies to salary rates adopted by the council for fiscal year 2024 and thereafter."
