1.5    Subdivision 1. Aid amount. (a) A school district, charter school, or cooperative unit
1.6providing in-person instruction to its students is eligible for summer programming aid.
1.7(b) The summer programming aid allowance equals $63,023,000 divided by the number
1.8of students enrolled in Minnesota's school districts, charter schools, and cooperative units
1.9during the fall of 2020.
1.10(c) A school district, charter school, or cooperative unit's summer programming aid
1.11equals the summer programming aid allowance times the number of students enrolled in
1.12the school district, charter school, or cooperative unit during the fall of 2020.
1.13    Subd. 2. Uses of summer programming aid. A school district, charter school, or
1.14cooperative unit receiving summer programming may use its summer programming aid for:
1.15(1) summer school activities including traditional summer school, summer academies,
1.16and academic day camps;
1.17(2) community partnerships with businesses and organizations, including local businesses,
1.18to develop, implement, and deliver a summer mentor model or tutoring model for students;
1.19(3) expanding access to tutoring services for academic enrichment and learning loss
1.20recovery;
1.21(4) expanding mental health and well-being supports to youth and adolescents attending
1.22summer learning programs;
2.1(5) summer field trips, hands-on learning activities, and youth athletic programs;
2.2(6) neighborhood partnerships to bring summer learning programs into the community,
2.3including contracting with community-based organizations, libraries, parks and recreation
2.4departments, Tribal organizations, faith-based organizations, and other learning providers;
2.5(7) summer credit recovery programs to help students get back on track toward
2.6graduation; and
2.7(8) enrichment programs for recent graduates including one-on-one or group mental
2.8health supports.
2.9EFFECTIVE DATE.This section is effective the day following final enactment.

2.10    Sec. 4. APPROPRIATIONS; DEPARTMENT OF EDUCATION.
2.11    Subdivision 1. Department of Education. The sums in this section are appropriated
2.12from the general fund to the Department of Education for the fiscal years designated.
2.13    Subd. 2. General education aid. (a) For additional general education aid under section
