1.12    Subdivision 1. Prohibition on targeting individuals under age 21. No licensee or
1.13other person shall publish or cause to be published an advertisement for mobile sports betting
1.14that:
1.15(1) depicts a person under age 21 engaging in sports betting or mobile sports betting;
1.16(2) includes an image that is designed to be appealing to individuals under age 21 or
1.17encourage sports betting by individuals under age 21; or
1.18(3) is in any print publication or on radio, television, or any other medium if 30 percent
1.19or more of the audience of that medium is reasonably expected to be individuals who are
1.20under age 21, as determined by reliable, current audience composition data.
1.21    Subd. 2. Prohibition on targeting individuals prohibited from placing wagers. No
1.22licensee or other person shall publish or cause to be published an advertisement for mobile
1.23sports betting that targets individuals who are disqualified, prohibited, or excluded from
2.1placing a wager on a sporting event for any reason, including being identified on the exclusion
2.2list identified in section 299L.45, subdivision 1.
2.3    Subd. 3. Prohibition on advertising in certain locations. No licensee or other person
2.4shall place or cause to be placed an advertisement for mobile sports betting:
2.5(1) in a personal vehicle as defined in section 65B.472, subdivision 1, paragraph (c);
2.6(2) in a taxicab, limousine, or for-hire vehicle;
2.7(3) at a bus stop or train stop location, transit shelter, or transit passenger seating facility;
2.8(4) at a taxi stand or other transportation waiting area;
2.9(5) at any airport; or
2.10(6) at any other similar location.
2.11    Subd. 4. Prohibition on false or misleading claims. No licensee or other person shall
2.12publish or cause to be published an advertisement for mobile sports betting that contains
2.13false or misleading claims or which contains statements, words, or pictures of an obscene,
2.14indecent, or immoral character, or such as would offend public morals or decency."
