1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. TASK FORCE ON LOST OR STOLEN FIREARMS.
1.4    Subdivision 1. Establishment. The Task Force on Lost or Stolen Firearms is established
1.5to study the use of firearms that are lost or stolen in the commission of a crime.
1.6    Subd. 2. Membership. (a) The task force consists of the following members:
1.7(1) the superintendent of the Bureau of Criminal Apprehension, or a designee;
1.8(2) a county attorney appointed by the Minnesota County Attorneys Association;
1.9(3) a peace officer as defined in Minnesota Statutes, section 626.84, subdivision 1,
1.10paragraph (c), appointed by the Minnesota Chiefs of Police Association;
1.11(4) a peace officer as defined in Minnesota Statutes, section 626.84, subdivision 1,
1.12paragraph (c), appointed by the Minnesota Sheriffs' Association; and
1.13(5) a peace officer as defined in Minnesota Statutes, section 626.84, subdivision 1,
1.14paragraph (c), appointed by the Minnesota Police and Peace Officers Association.
1.15(b) Appointments must be made no later than September 1, 2024.
1.16(c) Members shall serve without compensation.
1.17(d) Members of the task force serve at the pleasure of the appointing authority or until
1.18the task force expires. Vacancies shall be filled by the appointing authority consistent with
1.19the qualifications of the vacating member required by this subdivision.
1.20    Subd. 3. Officers; meetings. (a) The commissioner of public safety shall convene the
1.21first meeting of the task force no later than September 15, 2024, and shall provide meeting
1.22space and administrative assistance for the task force to conduct its work.
2.1(b) At its first meeting, the task force must elect a chair and vice-chair from among its
2.2members. The task force may elect other officers as necessary.
2.3(c) The task force shall meet at least monthly or upon the call of the chair. The task force
2.4shall meet a sufficient amount of time to accomplish the tasks identified in this section.
2.5Meetings of the task force are subject to Minnesota Statutes, chapter 13D.
2.6    Subd. 4. Duties. (a) The task force shall, at a minimum, study the number of firearms
2.7used in crimes that were:
2.8(1) reported as having been lost or stolen; and
2.9(2) not been reported as having been lost or stolen, but were later found to have been
2.10stolen.
2.11(b) The task force may make recommendations for proposed legislation or policies
2.12related to the reporting of lost or stolen firearms.
2.13(c) At its discretion, the task force may examine other issues consistent with this section.
2.14    Subd. 5. Recommendations; report. By February 1, 2025, the task force must submit
2.15a report to the legislative committees and divisions with jurisdiction over public safety
2.16finance and policy on the findings and recommendations of the task force.
2.17    Subd. 6. Expiration. The task force expires the day after submitting its report under
2.18subdivision 5.

2.19    Sec. 2. DEPARTMENT OF PUBLIC SAFETY; APPROPRIATION.
2.20$36,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
2.21of public safety to provide space and support for the Task Force on Lost or Stolen Firearms."
2.22Amend the title accordingly
