1.3    "Sec. .... MILITARY FAMILIES OF THE 148TH FIGHTER WING CASH STIPEND
1.4PILOT PROJECT.
1.5    Subdivision 1. Project established. The commissioner of human services shall establish
1.6a military families of the 148th Fighter Wing cash stipend pilot project to provide a direct
1.7cash stipend to military families experiencing food insecurity. The pilot project must be
1.8designed to meet the needs of the military families experiencing food insecurity.
1.9    Subd. 2. Definitions. (a) For purposes of this section, the following terms have the
1.10meanings given.
1.11(b) "Commissioner" means the commissioner of human services.
1.12(c) "Military families" means a recognized family assigned to the 148th Fighter Wing
1.13who is experiencing food insecurity.
1.14    Subd. 3. Administration. The commissioner, as authorized by Minnesota Statutes,
1.15section 256.01, subdivision 2, paragraph (a), clause (6), shall contract with the 148th Fighter
1.16Wing Public Affairs Office to:
1.17(1) identify eligible military families under this section;
1.18(2) provide technical assistance to cash stipend recipients;
1.19(3) engage with cash stipend recipients to develop military families optional services;
1.20(4) evaluate the efficacy and cost-effectiveness of the pilot project; and
1.21(5) submit an annual update and a final report to the legislative committees with
1.22jurisdiction over food support and military affairs.
2.1    Subd. 4. Eligibility. Military families assigned to the 148th Fighter Wing are eligible
2.2for the cash stipend pilot project established under this section.
2.3    Subd. 5. Cash stipend. The commissioner, in consultation with the 148th Fighter Wing
2.4Public Affairs Office, shall establish a stipend amount for the families of the 148th Fighter
2.5Wing who participate in the pilot project.
2.6    Subd. 6. Cash stipends not to be considered income. (a) Notwithstanding any law to
2.7the contrary, cash stipends under this section must not be considered income, assets, or
2.8personal property for purposes of determining eligibility or recertifying eligibility for:
2.9(1) child care assistance programs under Minnesota Statutes, chapter 119B;
2.10(2) general assistance, Minnesota supplemental aid, and food support under Minnesota
2.11Statutes, chapter 256D;
2.12(3) housing support under Minnesota Statutes, chapter 256I;
2.13(4) the Minnesota family investment program under Minnesota Statutes, chapter 256J;
2.14and
2.15(5) economic assistance programs under Minnesota Statutes, chapter 256P.
2.16(b) The commissioner must not consider cash stipends under this section as income or
2.17assets under Minnesota Statutes, section 256B.056, subdivision 1a, paragraph (a); 3; or 3c.
2.18    Subd. 7. Report. The commissioner, in cooperation with the 148th Fighter Wing Public
2.19Affairs Office, shall submit an annual report on the 148th Fighter Wing's findings regarding
2.20the efficacy and cost-effectiveness of the cash stipend pilot project to the chairs and ranking
2.21minority members of the legislative committees with jurisdiction over food support and
2.22military affairs policy and finance by January 15, 2024, and each January 15 thereafter.
2.23    Subd. 8. Expiration. This section expires June 30, 2027."
