1.4    "Section 1. [145.673] GENDER TRANSITION AND RELATED SERVICES FOR
1.5MINORS.
1.6    Subdivision 1. Prohibition. (a) No health care provider shall provide gender transition
1.7medical services to any person under the age of 18. No physician licensed under chapter
1.8147 shall perform gender reassignment surgery on any person under the age of 18.
1.9(b) The prohibition does not apply to the use of puberty blocking drugs when used for
1.10purposes other than gender transition.
1.11    Subd. 2. Definitions. (a) For purposes of this section, the following definitions apply.
1.12(b) "Gender reassignment surgery" means any surgical procedure that seeks to alter an
1.13individual's anatomy for the purpose of assisting the individual in creating physical features
1.14similar to a person of the opposite sex including, without limitation, genital or non-genital
1.15sex reassignment surgery.
1.16(c) "Gender transition medical services" means any medical or surgical service that
1.17assists an individual in transitioning physically to a sex different from the individual's birth
1.18sex including, without limitation, medical services that provide: gonadotropin releasing
1.19hormone (GnRH) analogues, or analogous drugs, or other interventions to delay or suppress
1.20pubertal development in children, cross-sex hormones, or other mechanisms, to promote
1.21the development of feminizing or masculinizing features (in the opposite sex), or genital or
1.22non-genital sex reassignment surgery performed for the purpose of assisting an individual
1.23with a sex transition.
2.1(d) "Genital sex reassignment surgery" means, without limitation, surgical procedures
2.2such as penectomy, orchiectomy, vaginoplasty, clitoroplasty, or vulvoplasty on male patients
2.3or hysterectomy/ovariectomy, reconstruction of the fixed part of the urethra with or without
2.4a metoidioplasty or a phalloplasty, vaginectomy, scrotoplasty, or implantation of erection
2.5and/or testicular prostheses for female patients.
2.6(e) "Health care provider" has the meaning provided in section 62J.03, subdivision 8.
2.7(f) "Non-genital sex reassignment surgery" means, without limitation, surgical procedures
2.8such as augmentation mammoplasty, facial feminization surgery, liposuction, lipofilling,
2.9voice surgery, thyroid cartilage reduction, gluteal augmentation (implants/lipofilling), hair
2.10reconstruction, or various aesthetic procedures on male patients or subcutaneous mastectomy,
2.11voice surgery, liposuction, lipofilling, pectoral implants, or various aesthetic procedures on
2.12female patients.
2.13EFFECTIVE DATE.This section is effective the day following final enactment, except
2.14that this section shall not prohibit: (1) the continuation and completion of a course of gender
2.15reassignment surgery that began before the effective date of the section; and (2) the
2.16continuation and completion of gender transition services that were first provided before
2.17the effective date of this section."

2.19    "Sec. 6. [214.078] PROTECTION FROM CONVERSION THERAPY.
2.20    Subdivision 1. Definition. "Conversion therapy" means any practice by a mental health
2.21practitioner or mental health professional as defined in section 245.462 that seeks to change
2.22an individual's sexual orientation or gender identity, including efforts to change behaviors
2.23or gender expressions or to eliminate or reduce sexual or romantic attractions or feelings
2.24toward individuals of the same gender. Conversion therapy does not include counseling
2.25that provides assistance to an individual undergoing gender transition, or counseling that
2.26provides acceptance, support, and understanding of an individual or facilitates an individual's
2.27coping, social support, and identity exploration and development, including
2.28sexual-orientation-neutral interventions to prevent or address unlawful conduct or unsafe
2.29sexual practices, as long as the counseling does not seek to change an individual's sexual
2.30orientation or gender identity.
2.31    Subd. 2. Prohibition. (a) No mental health practitioner or mental health professional
2.32shall engage in conversion therapy with a client younger than 18 years of age or with a
2.33vulnerable adult as defined in section 626.5572, subdivision 21.
3.1(b) Conversion therapy attempted by a mental health practitioner or mental health
3.2professional with a client younger than 18 years of age or with vulnerable adults shall be
3.3considered unprofessional conduct and the mental health practitioner or mental health
3.4professional may be subject to disciplinary action by the licensing board of the mental health
3.5practitioner or mental health professional.
3.6EFFECTIVE DATE.This section is effective the day following final enactment."

3.15    Subd. 7. Advertisement and sales; misrepresentation of conversion therapy. No
3.16person or entity shall, while conducting any trade or commerce, use or employ any fraud,
3.17false pretense, false promise, false guarantee, misrepresentation, false or misleading
3.18statements, or deceptive practice when advertising or otherwise offering conversion therapy
3.19services. For purposes of this subdivision, "conversion therapy" means services or products
3.20that are intended to change an individual's sexual orientation or gender identity, including
3.21efforts to change behaviors and gender expressions or to eliminate or reduce sexual or
3.22romantic attractions or feelings toward individuals of the same gender."
