1.3    "Sec. 6. [214.078] PROTECTION FROM CONVERSION THERAPY.
1.4    Subdivision 1. Definition. "Conversion therapy" means any practice by a mental health
1.5practitioner or mental health professional as defined in section 245.462 that seeks to change
1.6an individual's sexual orientation or gender identity, including efforts to change behaviors
1.7or gender expressions or to eliminate or reduce sexual or romantic attractions or feelings
1.8toward individuals of the same gender. Conversion therapy does not include counseling
1.9that provides assistance to an individual undergoing gender transition, or counseling that
1.10provides acceptance, support, and understanding of an individual or facilitates an individual's
1.11coping, social support, and identity exploration and development, including
1.12sexual-orientation-neutral interventions to prevent or address unlawful conduct or unsafe
1.13sexual practices, as long as the counseling does not seek to change an individual's sexual
1.14orientation or gender identity.
1.15    Subd. 2. Prohibition. (a) No mental health practitioner or mental health professional
1.16shall engage in conversion therapy with a client younger than 18 years of age or with a
1.17vulnerable adult as defined in section 626.5572, subdivision 21.
1.18(b) Conversion therapy attempted by a mental health practitioner or mental health
1.19professional with a client younger than 18 years of age or with vulnerable adults shall be
1.20considered unprofessional conduct and the mental health practitioner or mental health
1.21professional may be subject to disciplinary action by the licensing board of the mental health
1.22practitioner or mental health professional.
1.23EFFECTIVE DATE.This section is effective the day following final enactment."

2.9person or entity shall, while conducting any trade or commerce, use or employ any fraud,
2.10false pretense, false promise, false guarantee, misrepresentation, false or misleading
2.11statements, or deceptive practice when advertising or otherwise offering conversion therapy
2.12services. For purposes of this subdivision, "conversion therapy" means services or products
2.13that are intended to change an individual's sexual orientation or gender identity, including
2.14efforts to change behaviors and gender expressions or to eliminate or reduce sexual or
2.15romantic attractions or feelings toward individuals of the same gender."
