Representative Klevorn, Chair of the State and Local Government Policy and Finance Committee, called the meeting to order at 8:31 A.M. on Tuesday, February 14, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Koznick moved to approve the minutes from Wednesday, February 9, 2023. THE MOTION PREVAILED.

HF383 (Reyer); Advisory Task Force on State Employment and Retention of Employees with Disabilities recommendations adopted, and report required.

Chair Klevorn moved that HF383 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Reyer presented HF383.

Testifying on the bill:
- Trevor Turner, Public Policy Director, Minnesota Council on Disability
- Maria Rodriquez-Dively, Outreach Director, Minnesota Department of Human Rights

Chair Klevorn renewed the motion that HF383 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill. The bill is laid over.

HF1213 (Acomb); Political subdivision compensation limit repealed.

Chair Klevorn moved that HF1213 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Acomb presented HF1213.

Testifying on the bill:

- Rebecca Schack, Councilmember, City of Minnetonka
- Matthew Massman, Executive Director, Minnesota Inter-County Association
- Gary Carlson, Intergovernmental Relations Director, League of Minnesota Cities

Chair KLEVORN renewed the motion that HF1213 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill. The bill is laid over.

HF1199 (Wolgamott); Administrative changes made to statutes governing retirement plans administered by Minnesota State Retirement System.

Chair Klevorn and Representative Nash made a joint motion that HF1199 be placed on the General Register with a further recommendation that it be placed on the Consent Calendar.

Chair Klevorn moved to adopt the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wolgamott presented HF1199, as amended.

Chair Klevorn and Representative Nash renewed the joint motion that HF1199 be placed on the General Register with a further recommendation that it be placed on the Consent Calendar. THE MOTION PREVAILED.

HF800 (Lillie); Labor agreements and memorandums of understanding ratified.

Chair Klevorn and Representative Nash made a joint motion that HF800 be placed on the General Register with a further recommendation that it be placed on the Consent Calendar.

Representative Lillie presented HF800.

Chair Klevorn and Representative Nash renewed the joint motion that HF800 be placed on the General Register with a further recommendation that it be placed on the Consent Calendar. THE MOTION PREVAILED.
