PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MINUTES

Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:30 AM on March 14, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Frazier moved that the minutes from March 10, 2023, be approved. THE MOTION PREVAILED.

HF 81 (Jordan) Fish kills reporting and protocol development for state response required, and money appropriated.

Chair Moller moved that HF 81 be re-referred to the Committee on Environment and Natural Resources Finance and Policy.

Rep. Jordan presented HF 81.

HF 181 (Vang) Reporting of crimes motivated by bias expanded; crimes of assault, property damage, and harassment motivated by bias amended; Board of Peace Officer Standards and Training required to update training in recognizing, responding to, and reporting crimes of bias; and money appropriated.

Chair Moller moved to bring HF 181, as previously heard and amended on January 17, 2023, back before the committee.

Chair Moller moved that HF 181, as amended, be re-referred to the Committee on Judiciary Finance and Civil Law.

Chair Moller moved the H0181A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 1877 (Becker-Finn) Definition of park zone modified in controlled substances law.

Rep. Becker-Finn moved that HF 1877 be placed on the General Register.

Rep. Becker-Finn presented HF 1877.

HF 1510 (Moller) Commissioner of public safety authorized to accept donations, nonfederal grants, bequests, and other gifts of money.

Chair Moller moved that HF 1510 be placed on the General Register.

Chair Moller moved the H1510DE2 amendment.

Chair Moller moved the H1510A2 amendment, to the H1510DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Novotny moved the H1510A3 amendment, to the H1510DE2 amendment.

Rep. Novotny withdrew the H1510A3 amendment, to the H1510DE2 amendment.

Chair Moller renewed the motion for the H1510DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Novotny moved that HF 1182 be placed on the General Register with a further recommendation that it be placed on the Consent Calendar.
