PUBLIC SAFETY FINANCE AND POLICY MINUTES

Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:30 AM on January 17, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Pinto moved that the committee minutes from January 12, 2023, be approved. THE MOTION PREVAILED.

HF 121 (Edelson) A bill relating to competency attainment; making certain technical changes; appropriating money.

Chair Moller moved that HF 121 be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Edelson presented HF 121.

HF 121 Testifiers:

• Ryan Flynn, Assistant County Attorney, Ramsey County Attorney’s Office

Chair Moller renewed the motion that HF 121 be re-referred to the Committee on Judiciary Finance and Civil Law. THE MOTION PREVAILED.

HF 181 (Vang) A bill relating to public safety; expanding the reporting of crimes motivated by bias; amending the crimes of assault, property damage, and harassment motivated by
bias; requiring the Board of Peace Officer Standards and Training to update training
in recognizing, responding to, and reporting crimes of bias; appropriating money.

Chair Moller moved to lay over HF 181.

Chair Moller moved the HF0181A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Vang presented HF 181, as amended.

HF 181 Testifiers:

• Rebecca Lucero, Commissioner of MN Dept. of Human Rights

Chair Moller laid over HF 181, as amended.
