EDUCATION POLICY COMMITTEE MINUTES

Representative Laurie Pryor, Chair of the Committee on Education Policy, called the meeting to order at 3:02 PM on January 31, 2023 in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Feist moved to approve the minutes from January 25, 2023. THE MOTION PREVAILED.

Overview presentation from non-partisan House Research staff on the State of Minnesota’s Graduation Requirements and Academic Standards.

Vice Chair Hill assumed the gavel at 3:24 pm.

HF112 (Pryor); Physical education standards review delayed.

Chair Pryor moved that HF112 be placed on the General Register.

Chair Pryor presented HF112.

The following testified on HF112:
• Jennifer Dugan, Director of Academic Standards, Instruction and Assessment, Minnesota Department of Education (MDE)
• Deb Vanklei, Physical Education Teacher, Stillwater Area Public Schools
• Lisa Smith, Physical Education Teacher, Lakeville South High School
• Derek Picha, Physical and Adapted Physical Education Teacher, Sumner Elementary School

Chair Pryor renewed the motion that HF112 be placed on the General Register. THE MOTION PREVAILED.

Chair Pryor re-assumed the gavel at 3:45 pm.

Presenting:
• Susan Brower, State Demographer, Minnesota

HF678 (Elkins); School-related active transportation policy provisions governed.

Vice Chair Hill moved that HF678 be referred to the committee on Transportation Finance and Policy.

Representative Elkins presented HF678.

The following testified on HF678:
• Dorian Grilley, Executive Director, Bicycle Alliance of Minnesota

Vice Chair Hill renewed the motion that HF678 be referred to the committee on Transportation finance and policy. THE MOTION PREVAILED.

The meeting was adjourned at 4:28 pm.
