MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:31 A.M. on March 5, 2024 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Bierman moved that the minutes of February 28, 2024 be approved. THE MOTION PREVAILED.

HF4484 (Howard) Repealer; sunset for the long-term safety net insulin program.

Chair Liebling moved that HF4484 be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H4484A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Howard presented his bill as amended.

Chair Liebling renewed her motion that HF4484, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF3700 (Smith) Notice and public hearings for hospital closures, curtailment of operations, relocation of services, and cessation in offering services governing requirements modified; penalties provided; and right of first refusal before the sale of hospital or hospital campus established.

Representative Smith moved that HF3700, as amended by the H3700A1 Amendment, adopted by the committee on February 29, 2024, be laid over for possible inclusion in a committee omnibus bill.

Representative Smith presented his bill as amended.

Representative Nadeau moved the H3700A2-2 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Smith renewed his motion that HF3700, as amended, be laid over for possible inclusion in a committee omnibus bill.

Chair Liebling laid over HF3700, as amended, for possible inclusion.

HF2177 (Cha) Sale or offer for sale of flavored tobacco, nicotine, or lobelia products prohibited; and penalties authorized.

Chair Liebling moved that HF2177 be re-referred to the Committee on Commerce Finance and Policy.

Chair Liebling moved the H2177A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Testimony related to the regulation of commerce and business practices is not germane to the work of the Health Committee. If the bill advances, other committees will address those aspects of the bill.
