MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 9:09 A.M. on December 1, 2023 in Room 120 of the State Capitol.

The Committee Legislative Assistant noted the roll.

Informational hearing on Minnesota Medicaid Managed Care

Ezra Golberstein, PhD, Health Economist, Division of Health Policy and Management, University of Minnesota School of Public Health, presented an overview of Medicaid managed care.

Lynn Blewett, PhD, Director, State Health Access Data Assistance Center (SHADAC), Division of Health Policy and Management, University of Minnesota School of Public Health, explained county-based purchasing and integrated health partnership.

Allan Baumgarten, JD, Independent Health Care Analyst and Consultant, Minneapolis, Minnesota, gave an overview of the Minnesota managed care market.

At 11:51 A.M. Chair Liebling recessed the committee until 1:00 P.M.

Chair Liebling reconvened the committee at 1:06 P.M.

Sayeh Nikpay, PhD, Health Economist, Division of Health Policy and Management, University of Minnesota School of Public Health, presented an overview of Minnesota Medicaid prescription drug purchasing.

Kathryn Costanza, National Conference of State Legislatures (NCSL) Health Program, Program Principal-Medicaid, gave an overview of national and state experiences on Medicaid delivery systems.
The meeting was adjourned at 3:46 P.M.
