ELECTIONS FINANCE AND POLICY MEETING MINUTES

Representative Mike Freiberg, Chair of the Committee on Elections Finance and Policy, called the meeting to order at 8:30am on March 15, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Torkelson moved that the minutes from March 8, 2023 be adopted. THE MOTION PREVAILED.

HF 2746 (Hicks); Grant funding provided to improve access to polling places, and money appropriated.

Representative Freiberg moved that HF 2746 be laid over for possible inclusion in an Elections omnibus bill.

Testifying on 2746:
• Nicole Freeman, Government Relations, Secretary of State of Minnesota

Representative Freiberg renewed the motion that HF 2746 be laid over for possible inclusion in an Elections omnibus bill.

The bill was laid over.

HF 2337 (Greenman); Electioneering communications regulated, statements of electioneering communications required to be submitted to Campaign Finance and Public Disclosure Board, relevant definitions adopted, and fees established.

Vice Chair Greenman moved that HF 2337 be re-referred to the committee on Judiciary Finance and Civil Law.

Vice Chair Greenman moved the H2337A2 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.


Testifying on HF2337, as amended:
• Sharon Tornes, Legislative Committee, Clean Elections Minnesota

Vice Chair Greenman renewed the motion that HF 2337, as amended, be re-referred to the committee on Judiciary Finance and Civil Law. THE MOTION PREVAILED.

HF 1776 (Coulter); Lobbying provisions expanded to include all political subdivisions, and money appropriated.

Representative Coulter moved that HF 1776 be laid over for possible inclusion in an Elections omnibus bill.

Representative Coulter moved the H1776A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

• Mary Supple, Mayor, City of Richfield
• Jeff Sigurdson, Executive Director, Campaign Finance Board

Representative Coulter renewed the motion that HF 1776, as amended, be laid over for possible inclusion in an Elections omnibus bill.

The bill was laid over.

Vice Chair Greenman assumed the gavel at 9:34am.

HF 2394 (Freiberg); Campaign finance; economic interest statement provisions modified.

Chair Freiberg moved that HF 2394 be laid over for possible inclusion in an Elections omnibus bill.

Chair Freiberg renewed the motion that HF 2394 be laid over for possible inclusion in an Elections omnibus bill.
