COMMERCE FINANCE AND POLICY COMMITTEE MINUTES

Representative Zack Stephenson, Chair of the Commerce Finance and Policy Committee, called the meeting to order at 1:00 PM on March 8, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

HF817 (Feist); Definition of representative acting on behalf of residents modified, and residents provided an opportunity to purchase manufactured home parks.

Chair Stephenson moved that HF817 be recommended to be placed on the General Register.

Chair Stephenson moved the H0817DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF817 as amended.

Vice Chair Kotyza-Witthuhn moved approval of the minutes from March 7, 2023. THE MOTION PREVAILED.

HF295 (Elkins); Covenants not to compete are void and unenforceable provided, and protection of substantive provisions of Minnesota law to apply to matters arising in Minnesota provided.

Chair Stephenson moved that HF295 be recommended to be referred to the Judiciary Finance and Civil Law Committee.

Chair Stephenson moved the H0295A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Elkins presented HF295 as amended.

Chair Stephenson moved that HF2084 be recommended to be placed on the General Register.

Chair Stephenson moved the H2084DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice Chair Kotyza-Witthuhn moved that HF1804 be laid over for possible inclusion in a Commerce Finance and Policy omnibus bill.

Vice Chair Kotyza-Witthuhn moved the H1804DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice Chair Kotyza-Witthuhn presented HF1804 as amended.

Vice Chair Kotyza-Witthuhn renewed the motion that HF1804, as amended, be laid over for possible inclusion in a Commerce Finance and Policy omnibus bill. The bill was laid over.

Vice Chair Kotyza-Witthuhn assumed the gavel at 2:09 PM.

HF2300 (Stephenson); Premium discounts and rate reductions provided, strengthen Minnesota homes program established, account established, and rulemaking authorized.

Chair Stephenson moved that HF2300 be laid over for possible inclusion in a Commerce Finance and Policy omnibus bill.

Chair Stephenson moved the H2300A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Stephenson presented HF2300 as amended.
