PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 10:31 AM on March 5TH, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Chair Mariani moved that HF 1403 be referred to the General Register.
Chair Mariani moved the H1403A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker- Finn presented HF 1403, a bill for an act relating to corrections; authorizing the placement of pregnant and postpartum female inmates in community-based programs; requiring reports; amending Minnesota Statutes 2020, section 244.065.

Representative O’Neill presented HF 1097, a bill for an act relating to public safety; expanding a grant program to facilitate access to local programs to address technical violations by nonviolent controlled substance offenders; requiring a report; appropriating money; amending Laws 2017, chapter 95, article 3, section 30.

Representative Winkler presented HF 1074, a bill for an act relating to corrections; requiring state and local jail and prison inmates to be housed in publicly owned and operated jails and prisons; prohibiting the state and counties from contracting with private prisons; amending Minnesota Statutes 2020, section 241.01, subdivision 3a; proposing coding for new law in Minnesota Statutes, chapters 243; 641.
