PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 1:00 PM on February 11th, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Vice Chair Frazier moved that the minutes of January 21st, January 26th, February 4th, February 5th, and February 9th, 2021 be approved. THE MOTION PREVAILED.


Chair Mariani moved that HF 28 be referred to the Committee on Ways and Means.

Chair Mariani moved the H0028A1 amendment. THE MOTION PREVAILD. THE AMENDMENT WAS ADOPTED.

Representative Youakim presented HF 28, as amended, a bill for an act relating to public safety; appropriating money to increase crime alert categories to include a dementia and Alzheimer's disease category and to provide grants to develop law enforcement training on issues associated with dementia and Alzheimer's disease; requiring a report.

Chair Mariani renewed the motion that HF 28, as amended, be laid over for possible inclusion in the omnibus bill.


Representative Hollins moved that HF 856 be referred to the General Register.

Representative Hollins moved the H0856A1 amendment. THE MOTION PREVAILED. THE AMMENDMENT WAS ADOPTED.


Representative Hollins presented HF 856, as amended, a bill for an act relating to public safety; authorizing presentence investigation reports to include information related to brain injury; amending Minnesota Statutes 2020, section 609.115, by adding a subdivision.

Representative Poston moved the H0856A2 amendment to the H0856A1 amendment.

Representative Poston withdrew the H0856A2 amendment to the H0856A1 amendment.


Representative Hollins amended the motion that HF 856, as amended, be referred to the Committee on Judiciary Finance and Civil Law.
