JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the virtual meeting to order at 8:30 AM on March 10, 2022 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Frazier moved that the minutes of March 8, 2022 be adopted. THE MOTION PREVAILED.

Chair Becker-Finn moved that HF 3920 be laid over for possible inclusion in a future omnibus bill.

Chair Becker-Finn presented HF 3920, a bill for an act relating to public safety; eliminating the fee for uncertified copies of instruments from civil or criminal proceedings; amending Minnesota Statutes 2020, section 357.021, subdivision 2.

Chair Becker-Finn renewed the motion that HF 3920 be laid over for possible inclusion in a future omnibus bill.

Chair Becker-Finn moved that HF 2463 be recommended to be re-referred to the Health Finance and Policy Committee.

Representative Reyer presented HF 2463, a bill for an act relating to housing; requiring landlords to test for radon and provide disclosures; providing penalties and remedies; proposing coding for new law in Minnesota Statutes, chapter 504B.

Representative Howard presented HF 2860, as amended, a bill for an act relating to housing; prohibiting an eviction for nonpayment of rent when an application for rental assistance for the tenant is pending; amending Minnesota Statutes 2020, section 504B.291.

Chair Becker-Finn renewed the motion that HF 3972, as amended, be recommended to be placed on the General Register.
