JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the virtual meeting to order at 8:30 AM on February 26, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Scott moved that the minutes of February 25, 2021, be adopted. THE MOTION PREVAILED.

Vice Chair Moller moved that HF 701 be recommended to be re-referred to the Environment and Natural Resources Finance and Policy Committee.

Vice Chair Moller moved that the H0701A1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Moller moved that the H0701A2 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lippert presented HF 701 as amended, a bill for an act relating to agriculture; establishing soil-healthy farming goals; creating financial incentives for soil-healthy farming; requiring data collection; classifying data; appropriating money; amending Minnesota Statutes 2020, section 13.643, by adding a subdivision; proposing coding for new law in Minnesota Statutes, chapter
103C.

Representative Feist presented HF 478, a bill for an act relating to crime; providing guidance to courts on sentencing veterans for criminal offenses related to a service-related disorder; proposing coding for new law in Minnesota Statutes, chapter 609.

Minnesota Statutes 2020, sections 13.6905, by adding a subdivision; 171.04, subdivision 5; 171.06, subdivision 3, by adding subdivisions; 171.07, subdivisions 1, 3; 171.12, subdivisions 7a, 9, by adding a subdivision; repealing Minnesota Statutes 2020, section 171.015, subdivision 7.
