MINUTES

Representative Jennifer Schultz, Chair of the Committee, called the meeting to order at 8:30 am on March 24th, 2021 remotely via Zoom and broadcast via House Public Information Services.


The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice Chair Bahner moved that the minutes from March 19th, 2021 be adopted. THE MOTION PREVAILED.

HF312 (Becker-Finn) Court-appointed counsel requirement in child protection cases modified, report required, and money appropriated.

Chair Schultz moved the A4 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved that HF312 be laid over for possible inclusion in a budget omnibus.

HF1943 (Pinto) Child welfare and maltreatment provisions modified.

HF2084 (Jordan) Recovery community organization grant funding provided, and money appropriated.

Chair Schultz moved that HF2084 be laid over for possible inclusion in a budget omnibus.

HF2011 (Kotyza-Witthuhn) Intensive nonresidential rehabilitative mental health service eligibility, training, and service requirements modified.

Chair Fischer moved to adopt the Division Report from the Behavioral Health Division. THE REPORT WAS ADOPTED.

Chair Schultz moved that HF2011 be laid over for possible inclusion in a budget omnibus.

HF1929 (Bahner) Children's mental health grant service type modified, and money appropriated for the first psychotic episode and first mood disorder grant programs.

Vice Chair Bahner moved the A2 amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved that HF1929 be laid over for possible inclusion in a budget omnibus.

HF2116 (Frederick) Commissioner of human services directed to make substance use disorder treatment provider paperwork reduction and improvement recommendations, and money appropriated.

Rep. Frederick moved to adopt the Division Report from the Behavioral Health Division. THE REPORT WAS ADOPTED.

Chair Schultz moved that HF2116 be laid over for possible inclusion in a budget omnibus.

Chair Schultz called a recess at 9:53am.

The Chair called the committee back to order at 10:30am.

HF1825 (Edelson) Human services background study disqualification statute task force established to review and recommend improvements, report required, and money appropriated.

Chair Schultz moved the DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved that HF1825 be laid over for possible inclusion in a budget omnibus.

Chair Schultz moved the A1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Schultz moved that HF1512 be laid over for possible inclusion in a budget omnibus.

HF2127 (Schultz) Children and family services, community supports, direct care and treatment, and chemical and mental health services provisions modified; forecast adjustments made; reports required; technical and conforming changes made; and money appropriated.

Chair Schultz moved the A21 Amendment. THE AMENDMENT WAS ADOPTED.
