HEALTH FINANCE AND POLICY COMMITTEE

MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 3:00 P.M. on February 16, 2022 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Bahner moved that the minutes of February 15, 2022 be approved. THE MOTION PREVAILED.

Medical Assistance Spenddown Overview.
Rebecca Johnson, Policy Specialist, Health Care Eligibility Division, Minnesota Department of Human Services (DHS).

HF2773 (Liebling) Medical assistance income and spenddown limits increased for persons with disabilities and persons age 65 and over.

Chair Liebling moved that HF2773 be recommended to pass and be re-referred to the Committee on Human Services Finance and Policy.

Chair Liebling presented her bill.

Chair Liebling renewed her motion that HF2773 be recommended to pass and be re-referred to the Committee on Human Services Finance and Policy and stated there would be a roll call vote. The results were as follows:

HF3147 (Reyer) Expanding medical assistance coverage for adult dental services.

Representative Reyer moved that HF3147 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer presented her bill.

Chair Liebling laid over HF3147 for possible inclusion in the Committee bill.

Update on the Implementation of the Public Dental Program.

HF2517 (Reyer) Palliative Care Advisory Council funding provided, and money appropriated.

Representative Reyer moved that HF2517 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer moved the H2517A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

2. Dr. Julie Benson, Medical Director of Hospice and Palliative Care and Senior Services, Lakewood Health System and member of Palliative Care Advisory Council

Chair Liebling laid over HF2517, as amended, for possible inclusion in the Committee bill.

HF3148 (Reyer) Expanding palliative care definition.

Representative Reyer moved that HF3148 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer presented her bill.

Chair Liebling laid over HF3148 for pollable inclusion in the Committee bill.

The meeting was adjourned at 4:09 P.M.
